Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Project Officer Learning & Development Programme for Community & Corporate Affairs Department. This position will be supported through the ASEAN-Republic of Korea Cooperation Fund (AKCF).

Remuneration and Benefits:
This position is funded for two (2) years with possibility for extension depending on the funding availability. The successful candidate will be subject to a six-month probationary period and be offered a monthly lump-sum remuneration including a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, gratuity, health insurance and annual bonus of a month’s basic salary.

Responsibilities
  1. Reporting to the Assistant Director/Head and Senior Officer of Human Resources Division, the Project Officer shall be responsible to:1.    Programme Management and Implementation:
    • Coordinate day-to-day activities of CCAD L&D Programme with internal and external stakeholders.
    • Coordinate administrative, procurement of vendors and logistics for training sessions, workshops, seminars, and other CCAD’s L&D activities.
    • Liaise with internal and external stakeholders to ensure the successful delivery of programme.
    • Ensure activity plans in the CCAD L&D Programme be performed in timely manner.

    2.    Monitoring & Evaluation of Project:

    • Develop and implement training evaluation framework to assess the impact of L&D CCAD Programme.
    • Collect and analyse data on training outcomes and feedback from participants.
    • Use insights from the assessment for programme improvements and meet donor expectations.

    3. Project Reporting & Compliance:

    • Prepare detailed and timely project reports, tracking programme outcomes, financials, and key performance indicators.
    • Ensure project reporting is in line with funding agreements and complies with funding guidelines and requirements.
    • Maintain accurate records of programme expenses, ensuring transparency and accountability.
    • Ensure that communication and promotion/visibility strategy required by the funding are fulfilled.

    4. Financial Management:

    • Assist in managing the budget for CCAD L&D Programme, ensuring efficient and cost-effective use of resources.
    • Track expenditures and ensure that programme is delivered within allocated budgets.
    • Provide regular financial updates as part of project reports and internal reviews.

    5. Administration & Documentation:

    • Maintain comprehensive documentation for all CCAD L&D Programme activities, including participant records, evaluations, training resources and procurement records.
    • Ensure all reports, communications, and programme materials are well-organized and easily accessible.

    6. Other Duties/Additional Tasks:

    • Execute office duties according to ASEAN Secretariat rules and procedures.
    • Supporting the HR team, as needed, for day-to-day work.
Qualifications
    • Advanced Degree or Bachelor’s degree in Social Sciences majoring in Human resources, Education, or a related field with a minimum of two (2) years of relevant work experience in learning and development programme and project management.
    • Experience in donor/project reporting, project monitoring & evaluation, and project financial reporting. Previous experience working in the community/corporate affairs is a plus.
    • Strong organisational and project management skills, with the ability to manage multiple projects simultaneously.
    • Sound command of English, written and spoken., including experience in cross-cultural environments and international settings.
    • Strong writing skills, with experience preparing reports, proposals, and training materials.
    • Excellent communication and interpersonal skills to engage effectively with diverse stakeholders.
    • Proficiency in MS Office (Word, Excel, PowerPoint) and project management software.
    • Knowledge of learning management systems (LMS) and e-learning platforms is desirable.
    • Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.
