Position:                                           WASH and Shelter Team Leader

Reports to:                                        Area Programme Manager

Supervision of:                                 WASH/Shelter Officer, WASH Technical Assistant

Duty station:                                    Shire

Travel:                                              80%

Duration and type of contract:          Fixed term national staff contract

Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the WASH and Shelter Team Leader is expected to represent NRC responsibly and always act by NRC’s Code of Conduct.

The purpose of the WASH and Shelter Team Leader is to manage the WASH and Shelter project at Shire AO and to support other NRC CCs in similar activities.

Generic responsibilities:

  • Management of WASH and Shelter project
  • Implement a plan of action for a delegated portfolio of WASH and Shelter projects (activities, budget, and project documentation)
  • Day to day follow of progress in project implementation
  • Ensure compliance with NRC policies, tools, handbooks, and guidelines
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement
  • Prepare periodic progress reports and other documents
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local authorities and stakeholders
  • Promote the rights of IDPs, returnees, and refugees in line with the advocacy strategy

Specific responsibilities:

  • Represent NRC in coordination meetings relevant to WASH and Shelter programs and act as NRC’s focal person for the WASH and Shelter programs, in accordance with the requirments
  • Keep close relationships with major area-level actors (OCHA, UNHCR, UNICEF other WASH and Shelter actors/Clusters, etc.)
  • Ensure that NRC’s WASH and Shelter intervention is integrated always and in compliance with local norms and international standards.
  • Coordinate with CO and area office level as relevant for NRC functions to run WASH and Shelter activities smoothly
  • Coordinate and manage staff to keep the team motivated and capacitated for better programming deliverables and improve staff duty of care
  • Oversee all the technical aspects of the WASH and Shelter programming (drawings, BOQs, Technical Specifications, feasibility in the field, etc.).
  • Ensure that NRC-relevant SOPs are utilized for WASH and Shelter programming
  • Ensure that all activities are compliant with NRC and donor regulations, and the donor agreement and implemented in a timely and effective manner.
  • Assist the WASH and Shelter in future program planning and proposal elaboration activities.
  • Monitor the expenditures of the intervention and provide advice on potential budget revisions promptly
  • Participate in tendering, negotiating, and contract awarding
  • Ensure logistic and construction components of the program are operating in tandem to ensure timely and appropriate arrival and supply of materials
  • Ensure that the material delivered meets the contractual requirements in quality and quantity
  • Ensure accurate and complete filing of WASH and Shelter documents
  • Design, develop, and maintain monitoring and evaluation tools, provide orientation to the Shelter team on the utilization
  • Assist the WASH and Shelter team in drafting external reports to donors, the WASH and Shelter Cluster, and other parties
  • Draft internal reports as required and requested by the WASH Coordinator/APM
  • Provide technical support for construction and related activities to other NRC CCs during all stages of the PCM, during the implementation stage adhere to the PPA’s descriptions
  • Any other tasks as delegated by the line manager

Context/ Specific skills, knowledge, and experience:

  • BSc degree in Water Resource Management and irrigation engineering, Hydraulics, hydrogeology, Construction technology management (COTM), Civil and environment engineering, and Architectural Engineering with 4 years & above experience in WASH and Shelter projects
  • BSc. degree in project planning and management is an advantage

Specific experience in WASH and Shelter construction is advantageous:

  • Computer skills, especially in Microsoft Word, Excel, PowerPoint and Outlook
  • Computer literacy in technical software (i.e., AUTOCAD, GIS, and EPANET) is an asset
  • Ability in the English Language, (Written and Spoken), Tigrigna language is an advantage
