Background
Nigeria is currently facing unprecedented challenges related to food insecurity and malnutrition, exacerbated by factors such as food inflation, climate change affecting agricultural production, insecurity, and significant post-harvest losses. These issues have led to widespread malnutrition and food crises affecting millions across the country.
The National Assembly, recognizing the severity of the situation, established a Standing Committee on Nutrition and Food Security to coordinate efforts and enhance legislative oversight in addressing these critical issues. The Committee aims to strengthen existing policies, advocate for new legislation, and ensure effective implementation of nutrition and food security programs across various government ministries, departments, and agencies (MDAs). To drive this process, a workplan was developed to be implemented with the support of technical consultants.

Job Context:
WFP is seeking to hire a qualified individual for the position of a Senior Technical Assistant to facilitate the implementation of the workplan for the Senate committee on Nutrition and Food Security as part of the measures put in place by the Federal Government to address pertinent issues around nutrition and food insecurity in the country. The selected candidate will have specialized skills in policy development, stakeholder engagement and Government relations. S/he will leverage your expertise to provide strategic guidance, conduct in-depth analyses, and collaborate with stakeholders to develop sustainable solutions to nutrition and food security issues. The role will involve research, data collation and interpretation, policy development, capacity building, and advocacy, development, and presentation of technical documents to address complex challenges related to nutrition and food security in Nigeria.

Duration
The consultancy is expected to commence immediately, upon selection of the successful candidate for an initial 6 month period with possible extension for an additional 5 months subject to performance review and quality of set deliverables.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
• Facilitate the coordination of various multi-stakeholder programs aimed at promoting nutrition and food security in Nigeria.
• Coordinate State-level Consultations on Nutrition and Food Security.
• Design, coordinate, and supervise the implementation of a monitoring framework for the Nutrition and Food Security Policy
• Organize inter-ministerial meetings where relevant MDAs can provide updates on their roles and responsibilities linked to the implementation of policies that have a significant bearing on food and nutrition security.
• Collate, review, interpret and present current nutrition and food security data to keep members of the committee updated and aware of the evolving landscape in Nigeria.
• Develop a strategy that will strengthen the legislative framework on nutrition in-line with global best practices.
• Develop advocacy briefs for inclusion of nutrition in government priority programs.
• Prepare quarterly activity reports based on output from work done.
• Provide technical assistance to the National Legislative Network on Nutrition and Food Security and support the implementation.

DELIVERABLES
• Quarterly reports based on Committees workplan.
• Monitoring framework for monitoring Nutrition and food Security initiatives of Government
• At least 2 high level convenings of relevant MDAs to provide status update to the Senate Committee in the first 6 months.
• At least 2 presentations developed to update the committee on current trends in the Nutrition and Food Security sector.
• Report and presentation on budget tracking across relevant MDAs with resources for Nutrition and Food Security
• Development Partner Mapping: identify and map development partners engaged in projects related to nutrition and food security.
• Tool/Framework Development: Develop a monitoring tool/framework to track the activities of development partners in the field of nutrition and food security.
• Other Assignments: Undertake additional tasks as directed by the Committee Chairman to enhance their work in nutrition and food security.

QUALIFICATIONS & EXPERIENCE REQUIRED:
• Advanced University degree in Development Science, Economics, Nutrition/Public Health, Agriculture, Environmental Science, Social Sciences, Business Administration or another field relevant to international development assistance, or First University Degree with additional years of related work experience.

• A minimum of 5 years relevant experience working in close collaboration with multi-stakeholder groups at National and subnational level. Experience working with the government like the National Assembly will be an added advantage.
• Ability to work effectively in resource-constrained environments, deliver within tight deadlines, work independently with minimal supervision.
• Conversant with government processes for policy and legislation formulation
• Experience guiding stakeholder input in the formulation of high-level public documents.
• Experience in convening and making presentations to senior government officials.
• Strong grasp of the dynamics of Nutrition and Food Security
• Excellent writing and communication skills, Strong data analytics skills

• Fluency (level C) in English language
