Purpose of consultancy

 

The main objective is to support the Ministry of Health team in finalizing the development of a national health data dashboard using Power BI.

Tasks include:

  • Strengthen the capacity of Ministry of Health counterparts to establish and implement data collection processes from regional health directorates.
  • Strengthen the capacity of the CIMS team and the DEP team to develop and use dashboards with Power BI.
  • Align and customize the dashboard with the specific requirements of the MOH.
  • Ensure the long-term sustainability of the national health data dashboard by developing a framework for ongoing updates, support, and capacity-building for Ministry of Health staff.
  • Identify and outline a roadmap for the implementation of the national health data dashboard.

 

Background

The Ministry of Health is improving its health data collection process and aims to develop a national health data dashboard using Microsoft Power BI. This initiative is crucial to improve the availability and usability of health data, which supports better health care planning and reduces regional inequalities. The Department of Studies and Planning (DEP) and the Ministry of Health Informatics Center (CIMS) are leading this effort with technical support from WHO. The consultant will support the finalization of the development of the national health data dashboard and the strengthening of institutional capacity within the Ministry of Health to use Power BI to produce dashboards and other tools to inform policy development and resource allocation.

The consultant must provide

Deliverable 1: Summary of the assessment of needs, capacities and challenges.

Delivrable 2: Technical material for the power bi training to be shared with the participates

Delivrable3: Agenda, presentations and workshop report summarizing the activities and outcomes of the training.

Delivrable4: Completion of the national health data dashboard.

Delivrable5: Finalization of the roadmap for its implementation.

Delivrable6: Final Report on Capacity Building of Ministry of Health Team Using Power BI for Data Collection

Deliverable 7: Electronic training support

Educational Qualifications

Essential: University degree in computer science, health information systems, data science or related field.

Desirable: Master’s degree in computer science, data science, health informatics, health information technology and a certification in Microsoft power pi data analysis.

 

Experience

Essential:

  •  At least 5 years of experience in data integration, dashboard creation, KPI development, database analysis, IT project management.
  • Previous experience in health information dashboards development.

Desirable: Experience in creating AI models and integrating them into information systems. Familiarity in the ETL concept and building data models

Skills/Knowledge

  • Expertise in dashboard development and data visualization.
  • Proven experience in effectively managing projects with multiple stakeholders.
  • Proficiency in programming languages such as python, flask, power BI, angular, Java and web technologies
  • Excellent analytical, evaluation and documentation skills.

Languages and level required

Essential: Expert knowledge of French with exceptional communication skills.

Desirable: Expert knowledge of English

Tunisia country office

 

Travel

No travel is expected to take place

 

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year) (travel costs are excluded)

  • Remuneration: the national rate NOC level
