Organizational Setting and Reporting Relationship
The position of Associate Project Officer is assigned to the Public Sector Management and Governance Sector Office (SG-PSMG) within the Sector Group (SG). The Sectors Group is a single operational group comprising seven sector offices that aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The Sectors Group delivers or supports the delivery of sovereign and nonsoverign, and advisory operations, and knowledge services, supports regional departments (RD) and resident mission (RM) in engaging with Developing Member Countries (DMCs), and ensures ADB’s technical leadership externally and internally. PSMG is responsible for policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the public management, public finance, trade and governance sectors.
You will be based at our Headquarters in Manila, Philippines.
You will report to designated International Staff and senior National Staff.
Your Role
As an Associate Project Officer, you will provide necessary support for technical inputs and analyses in the identification, design, processing, administration, and evaluation of loan and technical assistance (TA) projects, and non-lending products and services (NLPS) to support public finance sector policy and strategies and public management issues in the Division’s regional developing member countries (DMCs). You will ensure compliance with ADB’s policies, operations manual, project administration instructions, and assistance-related documentations; and provide support for portfolio performance, multi-sectoral research, quality knowledge products, administrative services, and mentoring of support staff in the Division.
You will:
- Support the processing of assigned programs and projects, TAs, and knowledge product development through timely and quality services in support of division deliverables.
- Review and provide inputs to PAMs/FAMs and on their implementation arrangements considering lessons learned from previous projects and compliance with procedures of assigned projects.
- Ensure the timely posting of Project Information Document, Social Safeguard Monitoring Report, Environment Safeguard Monitoring Report, Project Administration Memorandum, etc. of assigned projects on the ADB website.
- Review, analyze, and consolidate reports on status of ongoing projects and TAs, and achievement of intended outputs/goals, and provide inputs for corrective actions as necessary.
- Provide support for administration of assigned projects and TAs, and portfolio performance to ensure compliance with ADB policies and objectives.
- Ensure required reports, including Project Completion Reports/TA Completion Reports (PCR/TCR) are produced and submitted on time, in the appropriate form and as complete and accurate as necessary.
- Support in the Work Program and Budget Framework exercise and manage reverse clocks of the tasks under the department’s work program.
- Guide support staff in handling complex staff consultant and selective TA administration tasks, including processing of contracts and tracking disbursements to ensure that the assigned projects are properly planned, monitored, and reported.
- Contribute to the development and improvement of the division’s strategic frameworks for technical sectors as required (macro-fiscal policy, domestic resource mobilization, expenditure reform, debt management, State-owned enterprise reform, governance, economic management and diversification, and trade policy).
- Review and provide comments on sector assessments for CPS, templates and other papers as requested.
- Coordinate knowledge events, including division participation in related activities with external institutions.
- Participate in various missions as assigned.
- Perform other tasks as assigned and reflected in your workplan.
Qualifications
You will need:
- Bachelor’s degree in Economics or relevant fields, preferably with advanced training.
- At least 6 years of relevant professional experience.
- Excellent written and verbal communication skills in English.
- Advanced skills and experience in coordinating and working with teams of professionals for public management, financial sector, and trade
