Duties and Responsibilities
BACKGROUND The SADC National Planning Entities (NPEs) Platform brings together National Planning Commissions (NPCs) and Development Planning Ministries in Southern Africa. The SADC NPE Platform was approved by the SADC Council of Ministers in 2015 as part of the RISDP 2015-2020 as a forum for strengthening regional-national linkages. At a meeting held in 2022, SADC Member States relaunched the SADC National Planning Entities (NPEs) Platform which had been inactive since its establishment in 2015 with the objective being to facilitate knowledge exchange and capacity building among Planning Ministries and National Planning Commissions in the region. The overall objective of the NPEs Platform is to enhance coherence between the global, continental, and regional development frameworks and National Development Plans (NDPs), and to track progress in achieving the agreed development objectives at the national, regional, and international levels. One of the outcomes of the 2022 NPEs meeting was a recommendation for the formation of Technical Team comprising SADC NPEs Members States, SADC Secretariat and ECA SRO-SA. The Technical Team was tasked to meet annually and deliberate on strategic and operational issues of the SADC NPEs Platform and prepare the annual workplan to spearhead the work of the NPEs Platform. At the annual meeting held from 13 – 14 June 2024 in Johannesburg, South Africa, the Technical Team decided to develop a multi-year programme (MYP) to facilitate resource mobilization efforts. The MYP will describe in detail the objectives, scope, and outputs of the MYP, and the various activities to be implemented over a 3-year period. The services of a consultant are therefore required to design and develop an MYP which should be aligned with SADC polices and strategies and RISDP 2020-2030. Further, the MYP should also be in line with the specific resource mobilization, strategic and operational needs of the SADC NPEs Platform. I. Duties and responsibilities Under the direct technical supervision and oversight of the Chief of the Subregional Initiatives Section in the ECA SRO-SA and the Senior Programme Officer (Policy and Strategy Development) in the SADC Secretariat and the strategic and policy direction of the Director of ECA SRO-SA, the consultant is expected to perform the following tasks:  Review and understand the policy and strategic documents of SADC and national planning entities platform.  Conduct needs assessment of NPE Platform, which shall include a review of the existing structure, financial needs, and sustainability with a view for the future strategic operations to be components of the final MYP.  In consultation with the SADC Secretariat and ECA-SA, review strengths and weaknesses of existing NPE Platform and utilise best practice and evolving trends to inform the MYP.  As part of MYP recommend a strategy for reaching target populations (e.g., NPEs and SADC member States) and map and characterise the development planning needs in the target area.  Develop a Multi-year Programme which describes in detail the objectives, scope, and outputs of the MYP.  The MYP should, inter alia, include the log frame and detailed implementation plan, for 2025-2026 and provide general activities for 2025-2026. The plan should include priority programs and strategies, baselines and targets, timelines and resource allocations and a monitoring plan and communication plan.  Include a plan to align actions with existing relevant SADC and NPE Platform’s policies and strategies.  Provide a risk matrix for each program and an overview of major challenges of implementation  Specify the various activities to be implemented by the NPEs over a 3-year period.
Qualifications/special skills
An Advanced university degree (master’s degree or equivalent) in Social Sciences, Development, Planning, Business Administration, Communication, or a related field, is required OR a first-level university degree, in combination with qualifying experience, may be accepted in lieu of the advanced university degree. • Knowledge of developing countries, especially countries in Africa in general and Southern Africa in particular • Proven experience in the development sector, preferably in strategic planning, fundraising, and/or partnership building ideally including proposal and report writing. • Good analytical, coherent, clear documentation/report writing skills, good communication and presentation. • A minimum of 10 years of practical experience in resource mobilization, strategic planning, and related work is required . • Proven knowledge of the workings of regional economic communities and/or organizations involved in regional integration is desirable • Knowledge of developing countries and issues related to SDGs and Agenda 2063. • Good communication, presentation and writing skills. • Excellent drafting and analytical skills is desirable • Knowledge of the key concerns and challenges facing resource mobilization/regional integration issues in Africa is desirable • Good understanding and use of the resource mobilization tools is desirable
Languages
English and French are the working languages of the United Nations Secretariat (and additionally Portuguese for the SADC Secretariat). For this consultancy assignment, fluency in English IS REQUIRED. Knowledge of another UN/SADC Language is an advantage.
