The Middle East and North Africa Region (MENA)
The MENA region serves twenty countries, of which twelve are active/potentially active IBRD/IDA borrowers and eight are users of the region’s non-lending services, mostly on a reimbursable basis. The mission of MENA is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. Digital Vice Presidency
Digital technologies offer a unique opportunity to transform development through digital solutions. The Digital Vice Presidency and its global and regional teams support client countries in building the foundational and cross-cutting elements of digital transformation through:
- Building digital infrastructure and data platforms, including AI, cloud computing and digital public infrastructure;
- Protecting institutions, businesses, and citizens through cybersecurity and data protection and privacy;
- Developing the ICT sector and supporting digital entrepreneurship, skills, and jobs;
- Implementing e-government services that improve accountability and transparency;
- Supporting the vice presidencies of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of their clients, and in leveraging digital solutions, including building client sectoral digital capacity, defining sector-specific AI strategies, and designing sectoral AI solutions; and
- Coordinating the operationalization of the digital Global Challenge Program, as well as cross-GP efforts of achieving the new Corporate Scorecard digital indicators.
The Digital-MENA (DMNDD) Unit is responsible for digital transformation activities and portfolio in the MENA region, including lending, supervision, and analytical work. DMNDD is looking for an Extended Term Consultant (ETC) be based in Amman, covering both Jordan and Iraq. Arabic and English are essential for this position.
Duties and Accountabilities
- Contributing to the design, preparation and supervision/implementation of World Bank-financed investment and policy reform programs in client countries, with emphasis on digitalizing the public administration, creating inclusive and safe data platforms, developing digital transformation ‘stacks’ such as digital identity, data sharing and cloud computing, creating strong data governance frameworks, and encouraging private-sector participation in the development of the digital economy.
- Providing technical expertise and inputs on policy, legal, regulatory, and institutional issues around e-/digital government, government cloud infrastructure, data sharing platforms, digital identity, and data governance, with the aim to digitally enable people, businesses, and governments.
- Supporting project and program development around digital infrastructure, e-/digital government, inclusive and safe data platforms, digital ‘stacks’, and integrated digital solutions for investments and projects, including preparing project proposals, drafting project concept notes, briefs, and progress reports, and facilitating client co-design and stakeholder consultation workshops.
- Developing and implementing analytical work and knowledge products that provide good practice guidance to clients on key digital transformation ‘stacks’ such as cloud computing, data governance, data sharing and interoperability, digital identity, and data governance frameworks.
- Advising and supporting client countries in the implementation of government cloud infrastructures and migration to cloud, including needs assessment, analysis and assessment of prerequisites, risks, timeframes, and budgets for migration.
- Contributing to policy dialogue with senior officials of client countries, regional institutions, private sector/industry, and development partner agencies.
- Providing technical support and input to World Bank colleagues and government clients on leveraging digital technologies to improve public service delivery and efficiency in other sectors, including energy, transport, health, education, agriculture, social protection, and jobs.
- Representing DMNDD and the World Bank at digital-related fora and events.
Selection Criteria
- University degree in telecommunications, IT, cybersecurity, engineering, computer science, law, economics, public policy, or related field with a minimum of five years of experience in ICT/digital project design and implementation, or an equivalent combination of education and experience.
- Excellent conceptual and analytical skills, including the ability to think strategically and innovatively about the role of digital technologies for socioeconomic development and for the transformation of other economic sectors.
- Strong technical and operational skills, as evidenced by a proven track record in supporting the delivery of project and program implementation and supervision within the World Bank or similar type of projects/products for other entities of similar importance/size. Knowledge and experience in World Bank Group Policy and Procedure Framework (PPF) is a plus.
- A strong understanding of one or more of the following topics: data governance policies, strategies, and institutions; digital public infrastructure and technology ‘stacks’; data hosting infrastructure and cloud computing for governments; e-/digital government and the digitalization of public services.
- Strong client engagement skills, taking responsibility and accountability for timely response to client queries, requests and needs, working to remove obstacles that may impede execution.
- Excellent written and verbal communication skills in English and Arabic, as demonstrated by a proven track record of effectively delivering technical information in a clear, easily understandable, and effective manner.
- Excellent presentation skills, using charts, graphs, and other data presentation techniques to communicate data, technical information, and complex concepts appropriately to non-specialists.
- Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results.
- Strong business judgment and analytical decision-making, analyzing facts and data to support sound and logical business decisions.
- Proven ability to function effectively as a team member of a multi-disciplinary team and resolve conflicts constructively.
- Prior work experience in the MENA region, and good knowledge of sectoral issues in the region is a plus. Experience in Fragile Conflict and Violence environments is a plus.
- Willingness and ability to travel.
