The mission of the World Bank Group/International Monetary Fund Health and Safety Directorate (HSD) is to protect and promote staff health and safety wherever they may be, taking account of their individual health status, working environment, and job demands.
The Senior Occupational Health Specialist drives HSD’s strategy in the development, standardization, and preparedness of policy, procedures and guidance associated with project management, data management, analytics, and process optimization.

The role is accountable to the Manager Strategy and Operations for complex project management aligned to development and administration of HSD’s Data Management and Digital Evolution. The Senior Specialist will lead project management in collaboration with multiple stakeholders and technology services. Works with leadership and staff to identify and implement process improvement across HSD. Communicates with vendors and employees at all levels of the organization. Develops strategic vision for data management services with primary responsibility for Directorate database administration.

Scope and Complexity 

• Acts within HSD Strategy and Operations Domain in the day-to-day performance of the position’s functions including the responsibility for HSD’s data management including the following components: strategy, governance, quality, storage, analysis, reporting; collaboration, training, reporting and stakeholder engagement.
• Project Leadership: Manage end-to-end project delivery for data operations projects, including planning, execution, and monitoring.
• Program Management: Oversee multiple related projects within the data domain, ensuring alignment with organizational objectives.
• Stakeholder Engagement: Collaborate with internal leaders, data scientists, tech experts, and other stakeholders to define project scope, objectives, and success criteria.
• Resource Management: Allocate resources effectively, balancing workload and skill sets across project teams.
• Risk Management: Identify and mitigate project risks, ensuring timely resolution.
• Quality Assurance: Maintain exacting standards for data accuracy, consistency, and reliability.
• Change Management: Facilitate smooth transitions during project implementation.
• Reporting and Metrics: Provide regular updates on project status, milestones, and KPIs.
• Process Improvement: Continuously enhance data-related processes and workflows.
• Vendor Management: Coordinate with external vendors and partners as needed.
• Budget Oversight: Monitor project budgets and expenses.

Duties and Accountabilities

• The incumbent is part of the Strategy and Operations team accountable for the coordination, structure, and strategy for the delivery of integrated health and safety service by HSDs functional domains. This includes but is not limited to the following.
• Oversee complex projects related to data management, analytics, and process optimization.
• Stimulate collaboration with cross-functional teams, ensuring project success, and aligning data operations with key operational priorities and deliverables, driving operations and impact-assessment for internal stakeholders and senior leaders.
• Lead in implementation of data information and management systems
• Collaborate with HSD management to assess data needs, develop and maintain databases, and ensure the secure and efficient management of health information for operational purposes as well as research, and impact reporting.
• Oversee the integration of advanced data analytics technologies, data visualization, and actively contribute to research projects and dissemination efforts.
• Lead Metrics and KPI identification and selection process
• Lead integration of data sources
• Lead liaison with ITS/Tech team on software/hardware needs
• Lead liaison with data analysts and consultants
• Lead data visualization work
• Key driver of dissemination efforts
• Lead HSD’s engagement with ITS in support of database management, as well as the development of new tools, in response to changing demands.
• Lead vendor management and procurement processes
• Collaborate and work closely with HSD’s management team.

Selection Criteria

• A master’s degree or higher in data management, computer science, information technology, biostatistics, epidemiology, or a related field. Advanced degrees, like a Ph.D., ScD, can be an asset.
• At least 10 years of experience in project and data management in a health setting and in a large organization. This includes experience with project management, data governance, data quality, and data analysis.
• At least 10 years of experience working for a medium/large organization (governmental, non-governmental, non-profit).
• Additional certificates or education in Program Management, Strategic Management
• International experience and additional languages
• Demonstrated experience in senior leadership and supervision of others.
• Problem-Solving: The ability to troubleshoot and resolve complex data-related issues.
• Communication Skills: Strong verbal and written communication skills to effectively convey data insights to non-technical stakeholders.
• Technical Skills: Proficiency in database management; Knowledge of data visualization tools and reporting software is also important. Familiarity with data warehousing, data lakes, and data pipelines. Analytics: Understanding of data analytics tools
• Leadership: demonstrated strong leadership skills, including managing people and consultants.
• Analytical Skills: The ability to analyze complex data sets to identify trends, patterns, and insights.
• Knowledge of AI platforms and technologies for health data analysis and decision-making.
• Knowledge of Regulations: Understanding of relevant data protection laws and regulations, including HIPAA, and GDPR (General Data Protection Regulation), and an understanding of data privacy issues related to sensitive health data.
• Attention to Detail: A keen eye for detail to ensure the accuracy and quality of data.
• Demonstrated experience supervising staff and consultants in healthcare data collection and analysis.
• Proven leadership in healthcare data management projects cycle from inception to implementation and dissemination
• Demonstrated leadership in data analysis and healthcare information systems.
• Strong understanding of privacy regulations and security protocols
• Demonstrated leadership in designing research methodologies, launching, and implementing research projects.
• Ability to undertake mission related international travel including the willingness to travel to countries in Fragile and Conflict-affected situations.
