Global Corporate Solutions and Corporate Real Estate
Reporting directly to the Managing Director and World Bank Group Chief Administration Officer (MDCAO), Global Corporate Solutions (GCS) brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services (such as food services, printing, travel, conferences, and translation and interpretation).

GCS’s Corporate Real Estate (GCSCR) division plays a crucial role in supporting IBRD, IDA, MIGA, and ICSID by developing and operating their real estate demands worldwide. GCSCR’s primary purpose is to create safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG’s mission to create a world free of poverty on a livable planet.

To achieve its purpose, GCSCR led by the Senior Manager, is structured into three divisions: (i) HQ Real Estate Development and Management (GCSHQ), which covers facilities based in Washington, DC, (ii) International Real Estate (GCSIR), responsible for facilities located overseas, and (iii) Corporate Real Estate,  Center of Excellence (CoE) which serves as a central hub of expertise driving operational excellence, enhancing efficiency, and ensuring the successful execution of initiatives.

GCSCR is comprised of approximately 100 staff, leverages over 500 contractors, and manages an annual facilities capital investment plan of about $155 million globally. GCSCR works closely with the Regions on the Bank’s more than 190 locations.

The Senior Program Manager position reports to the Manager, GCSCR HQ Real Estate Development and Management. The position’s primary responsibility is to lead the project management unit and set the strategic direction for the execution of the annual and long-term capital works program for the World Bank’s HQ real estate portfolio. This leadership position requires skills and experience in the following key competencies – people management; design, construction and project management; contract management, budget management; stakeholder management.

Duties and accountabilities include but are not limited to:
People Management:
• Lead the Project Management Unit, comprised of a team of six project managers, and provide oversight of their individual and collective work program.
• Provide coaching and mentoring of staff to inspire and motivate them to perform at their highest level.
• Conduct annual performance reviews of staff incorporating feedback and observations of their contributions collected over the year.
• Address performance issues quickly, consistently, and fairly.
• Ensure that access to appropriate training is available to all staff and establish annual development goals for all team members.
• Hold staff accountable for the timely delivery and quality of their work.
• Facilitate necessary support of project related issues and roadblocks.

Design, Construction and Project Management:
• Oversee design and construction of projects for all work performed by the Project Management Unit, ensuring standards for health, safety, sustainability, and building standards are adhered.
• Ensure Project Managers have proper oversight of design and construction contractors to deliver highest quality of services for all projects.
• Conduct on-going research of industry trends, new technology and future of work models to incorporate best practices into work program.
• Maintain awareness of ongoing projects and initiatives for the Unit to balance workload within team, prioritize as needed, and ensure consistent and timely delivery of projects.
• Collaborate with other units and contractors to coordinate all the work required for timely delivery of projects and client satisfaction.

Budget Management:
• Oversee the capital budget program for HQ Real Estate portfolio of assets forecasting costs for life cycle replacement of equipment and system upgrades as per cyclical building assessment plan.
• Work closely with Budget, Planning and Strategy (BPS) team to prepare the annual plan for funding of capital projects over the three fiscal year term.
• Develop the plan for budget allocation for the team based on yearly plan for projects using capital and overhead funding.
• Monitor burn rate and cash flow for portfolio of projects to balance spend and provide end of year projections for BPS.
• Oversee budget management as part of the project management lifecycle to ensure that budgets are closed and funding released accordingly, following project completion.
• Work closely with BPS for end of fiscal year close out to ensure on time and on budget delivery of projects for the annual work program.

Contract Management:
• Manage the term contract for construction services at HQ with the on-site general contracting team.
• Review contractor performance with assigned contract managers (project managers) to confirm performance with terms and conditions of applicable contracts.
• Work closely with assigned project managers and Corporate Procurement to facilitate capital projects requiring competitive sourcing to ensure contracts are put in place in a timely manner to keep projects on schedule.
• Develop procurement strategies in collaboration with assigned project managers for term contracts utilized by the team such as architectural, engineering, and construction services, mechanical, electrical, and plumbing (MEP), indoor air quality, and present to Corporate Procurement Committees for approval, as may be applicable.

Stakeholder engagement:
• Develop a strong working relationship with WBG internal units (i.e., Budget, Planning and Strategy, Procurement, Information Technology) to ensure projects are presented for the appropriate clearances during each phase of the project life cycle.
• Proactively meet with clients to assess business requirements and delivery of building services support in a satisfactory manner. Ensure that environment, health, and safety issues are prioritized and resolved quickly, working in collaboration with Health Services (HSD) and Security as needed.
• Develop and maintain professional relationships with key clients. Exercise discretion and communicate effectively and consistently to build trust at the highest levels in the organization.
• Respond quickly and proactively to client requests, providing professional advice and recommendations for efficient use of space to meets unit’s business requirements.
• Collaborate with all GCS Units to promote a positive and constructive working relationship. Facilitate support for these units with regards to scheduling and implementation of projects that support their work program.
• Work closely with other team leaders in the unit (Building Management, Central Support, Plant/Engineering Operations, and Strategic Planning) to provide a consolidated approach to implementing projects.
• Facilitate cross-functional collaboration and communication between teams to ensure alignment and efficient delivery.

Selection Criteria

• Master’s Degree in relevant field (Architecture, Construction Management, Facilities Management, Engineering, etc.) or a combination of education and 8 years of combined experience.
• Professional certifications in project management, corporate real estate, LEED, and facility management desirable.
• Proven experience in budget management for construction projects and ability to estimate construction and equipment costs for new projects.
• Demonstrated results in delivering complex projects on time and on schedule.
• Strong communication skills, both written and oral, including the ability to speak persuasively and present ideas clearly and concisely.
• Superior level of resourcefulness, ability to work creatively with considerable autonomy as well as willingness to work under pressure and through the whole spectrum of activities from the strategic level to the resolution of specific implementation issues.
• Demonstrated strategic thinking skills and ability to engage in a substantive dialogue on complex issues and corporate priorities.
• Experience in identifying, assessing, and mitigating risk in all phases of construction projects.
• Thorough understanding of the various construction contracts and framework agreements.
• Ability to lead diverse teams, communicate effectively, and resolve conflicts.
