The mission of the World Bank Group/International Monetary Fund Health and Safety Directorate (HSD) is to protect and promote staff health and safety wherever they may be, taking account of their individual health status, working environment, and job demands.
The Senior Occupational Health Specialist supports HSD’s Cross Domain support in the development, standardization, and preparedness of policy, procedures and guidance associated with HSD services. to WBG Country Office locations worldwide. These services include an advisory role to the HSD Director, Manager Strategy and Operations (S&O), HSD Domain Managers including Regional Hub and Satellite Leads.

The role is accountable to the Manager Strategy and Operations for developing, implementing, and executing standard operational procedures (SOPs) for HSD activities including official travel and mission related activities, including the creation of an operational taxonomy, organization, reporting, coordination, and collaboration with other internal and external partners using HSD Information technology tools and instruments.   Additional responsibilities may be assigned in accordance with the individual’s education, training, and experience.

•Acts within the HSD Strategy and Operations Domain in the day-to-day performance of the position’s functions including.
•Implementing the WBG overarching directives, procedures, and guidelines for WBG and HSD,
•Lead and collaborate on establishing the accountability structure and framework for HSD activities through the design and creation of HSD policies, procedures and guidance including domain and activity specific playbooks. This will include protocols and standardized materials for HSD mission related activities and programs.
• Assisting in the design and implementation of a global s standardization program across WBG related to the objectives assigned to HSD.
• Define and structure the objectives related to HSD disaster and health preparedness such as for natural and human-caused disasters, including pandemic response.
• Preparation, design and implement approved Strategy and Operations work programs to improve effectiveness and results associated with HSD.
• Consults with the HSD managers, leads and key stakeholders on matters pertaining to recommendations that could have an important administrative, policy, and/or public health impact on HSD related activities.
• Coordinating global S&O initiatives, assessments, and programs across the WBG
• Providing technical briefings and content of HSD Strategy and Operations function to WBG committees and senior management on progress and achievements of policy recommendations, progress, and accountability
• Work with Manager Strategy and Operations in developing / maintaining an integrated approach to the medical / health related risks as these evolve.
• Incorporate a playbook of information and guidance through coordinated efforts in the development of a care-navigation network of internal and external resources to influence and optimize the ability of staff to access health safety and wellness services.
• Coordinating and interacting with United Nations (UN) System and academic organizations on health and safety preparedness, response, and public health events and emergencies.
• Making decisions, on potentially complex issues with updates to supervisor
• Adhere to and implement the data privacy and confidentiality standards set forth in the policies of the World Bank Group and IMF when appropriate.

 

Selection Criteria

 

1. The incumbent is part of the Strategy and Operations team accountable for the coordination, structure, and strategy for the delivery of integrated health and safety service by HSDs functional domains. This includes but is not limited to the following.
• Preparedness and standardization initiatives across HSD
• Lead process to create Playbooks, to standardize process management across HSD, including the initiative and accountability to create and standardize domain and hub materials, operational protocols, SOPs within HSD
• Prepare and lead simulations, exercises, and training within and externally with HSDs partners.
• Lead policy, procedure and protocol drafting and function as a key player in operationalization of such policy, procedures and protocols in HQ and CO
• Function as liaison to all domains and leads high-level collaborations with hubs, internal HSD staff, internal WBG/IMF/IFC leaders.
• Support and represent the S/O manager at senior-level meetings.
• Support HSD management and provide liaison to all domains including high-level collaborations with internal HSD/WBG/IMF/IFC leaders.
• Serve as the team representative in operations engagements and meetings.
• Responsible for developing and implementing HSD’s technical protocols and internal quality assurance protocols to respond to internal and external drivers, including the systematic review and challenge of existing procedures, protocols, and guidance.

2. Lead, manage and participate domain specific objectives including HSDs response to the impacts of climate on health and the development of a care navigation pathway. Document and Data Management
• Key player in in creating an organizational outreach strategy and its implementation.
• Lead Care navigators coord/protocols/supervision/training: Direct responsibility for the administrative operations of the CN team; provide direct supervision of our xx Care Navigator (CN)team.
• Lead on Care Navigators training initiatives, curriculum development and quality review

3. Record and record management
• Enhance and review the current design and structure of the HSD Fusion Mission Management System as the primary repository for HSD official/mission related activities including as required user noncompliance actions and follow-up where applicable,

4. Operational Control
• Functions within the Strategy and Operations domain including international travel missions to implement and support HSDs objectives around preparedness, training, emergency response, and public health coordination to internal and external stake holders.
• Provides oversight and Supervision/Coordination of interns.
• Support the manager of Strategy and Operations, HSD Director, and management team in strategic thinking, planning and implementation.

• Provide guidance and structure to establishing an HSD wide learning and training management system.
• Assist in the design and establishment of behavior-based systems to enhance audit and continuous improvement for risk and issue reduction in the functioning of HSDs Strategy and Operations domain,
• Responsible for developing and implementing HSD technical internal quality assurance protocols to respond to internal and external drivers, challenge existing practices.

7. Monitors and evaluates HSD programs in coordination with HSD Analytics and respective domains using evidenced based analysis to identify action items.
