CONTEXT
As part of the UN Country Team (UNCT) in Thailand, IOM works with key stakeholders to maximize the potential of migration to achieve sustainable development outcomes for migrants and communities in Thailand in line with the Thailand National Strategy (2018-2037) and the 13th National Economic and Social Development Plan.
The International Organization for Migration (IOM) Thailand’s Labour Mobility and Social Inclusion (LMI) unit covers a broad range of topics, business and human rights, skills development, and migrant empowerment, access to social protection and support services.
Under the overall supervision of the Chief of Mission (CoM) in IOM Thailand Country Office (CO) and the direct supervision of the Head, Labour Mobility and Social Inclusion, the Project Officer (Labour Mobility and and Social Inclusion) will be responsible and accountable for the operational coordination and supervision of existing national and regional interventions under IOM Thailand CO’s Migration and Sustainable Development programmes and in particular IOM’s regional Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement (PROMISE) programme.
Responsibilities and Accountabilities
1. Supervise the coordination, implementation, monitoring and evaluation of project activities, including facilitating the timely delivery of annual work plans, progress updates, annual reports and budget in support of the Head,Labour Mobility and Social Inclusion. Assist in managing and coordinate the implementation of project activities in Country Offices (COs), including budgetary, administrative and technical monitoring in line with IOM policies and practices, and donor requirements.
2. Coordinate with project staff in developing implementation plans for projects or project components, outlining key actions, milestones and deadlines to help ensure that projects’ goals are achieved, and services are delivered to beneficiaries.
3. Support the Head, Labour Mobility and Social Inclusion in liaising with IOM COs in Cambodia, Lao People’s Democratic Republic and Myanmar to remotely monitor project activities, and progress towards achieving the projects’ outputs/outcomes.
4. Support the Head, Labour Mobility and Social Inclusion by reviewing project strategies, documenting operational challenges and risks, and proposing viable solutions for project activities. Collect and analyze M&E, situational and budget monitoring data and information to document unforeseen problems or opportunities that may require new strategies or a redesign of the intervention.
5. Organize and support the facilitation of key meetings for project governance, including monthly regional coordination meetings for project staff and Regional Project Advisory Committee meetings, ensuring a record of project documents including minutes is maintained.
6. Document and evaluate project results, and recommend appropriate action to increase effectiveness. Support the development of innovative approaches to IOM’s programming on migration, skills development, social inclusion and sustainable development.
7. Draft or provide regular project progress updates, with key results and challenges, to project managers and project staff on the status of project and project components, identifying areas for improvement and recommending improvements.
8. Support the Head, Labour Mobility and Social Inclusion in engagement with donors and for resource mobilization as required and provide information on project design, scope, schedule, budget, financing and contractual arrangements.
9. Monitor and follow up on the contracting and management of consultants as necessary and support COs in monitoring the work of third parties who are implementing activities within the project frameworks.
10. Based on strategic priorities and with advice from the Head, Labour Mobility and Social Inclusion, coordinate and implement key regional initiatives, including regional conferences, and project impact assessments/ evaluations.
11. Support liaison with key stakeholders including, donors, government counterparts, Civil Society Organizations, UN agencies, and Association of South Asian nations (ASEAN) to help generate buy-in and synergies for project planning and implementation.
12. Perform such other duties as may be assigned.
