Objective of the assignment

The WIPO Academy plays a central role in WIPO’s activities, adopting an interdisciplinary approach to IP education that focuses on its connections with trade, innovation, health, applied sciences, information technology and creative industries. The WIPO Academy offers courses targeting a wide range of beneficiaries, including inventors and creators, business managers and IP professionals, policymakers and government officials from IP institutions, diplomats, students and teachers of IP, civil society, and WIPO employees.

WIPO’s Internal Training Section is responsible for the implementation and delivery of training programs to WIPO employees. In collaboration with the Human Resources Management Department (HRM, WIPO Academy is developing a training framework for WIPO, aligned with WIPO’s Medium Term Strategic Plan (MTS, HR Strategy, Program of Work and Budget, strategic workforce planning, and the Organization’s competencies and values. Thus, the Internal Training Section focuses on a strategic approach to learning, emphasizing the need for improved organizational performance and continuous and deliberate digital learning in response to rapidly evolving business needs.

The Senior Learning Advisor will support the Head of the Internal Training Section in effectively advising and designing strategic pathways and the portfolio of training offered to WIPO staff, drawing from best practices in other public and private sectors.

Deliverables / services

The Contractor will:

(Conduct comprehensive research on the foundational skills development framework, ensuring alignment with the boarder competency and career development framework in collaboration with the HRMD. Based on the WIPO MTSP strategy, develop systematic training pathways across three core pillars (i.e., Mandatory, Technical/Substantive and Soft skill, integrating the organization’s missions, vision, and strategic objectives.

(Draft and deliver a comprehensive learning manual and guidelines aligned with the evolving business landscape and tailored to foster cultural transformation. Focus on addressing current and emerging needs in IP training, Leadership, Customer Relations, and AI related training, essential for supporting the strategic learning pillars outlined above.

(Strategically advise on and implement an agile, forwardthinking Learning Management System (LMthat meets the dynamic needs of internal stakeholders. The system should effectively track market courses, manage registrations, and capture feedback and impact.

(Align closely with internal team priorities to develop robust Leadership and Management learning pathways and training programs, fostering a cohesive learning culture that enhances the application of knowledge and leadership skills within the organization.

(Provide updates on cuttingedge advancements in learning methodologies, tools, techniques, and industryspecific developments. Deliver a diverse selection of training courses directly or through vetted thirdparty providers, catering to an internally multiskilled, adaptive, and innovative workforce.

(Expand and cultivate strategic partnerships to collaboratively design and deliver customized training programs that meet the unique needs of stakeholders within the organization.

The Contractor will be under the supervision of the Head of the Internal Training Section, within the overall WIPO Academy.

Profile

Essential

Advanced university degree in Adult and Organizational Development, Communications, Education, Learning and Development, Business Analysis, Science, Technology, Human Resources, Personnel Management, Public or Business Administration, Economics, International Relations or a related field. Or first level university degree in any discipline with an additional two years of relevant experience in lieu of the advanced degree.
At least eight years of professional experience in the design and/or implementation of training, capacity building or development related projects.
Experience in delivering learning or development strategies and/or policies, managing training needs assessments, addressing skill gaps through tailored training programs, etc.
Proven experience working with learning and development design as well as trainees and trainers.
Excellent communication and interpersonal skills, with the ability to maintain effective partnerships and working relations in a multicultural, multiethnic environment, with sensitivity and respect for diversity.
Excellent knowledge of written and spoken English.

Desirable

Certification in Education, Public Administration or Project Management.
Knowledge of other UN official languages.
