JOB DESCRIPTION

JOB SUMMARY:

Performs accounting and financial duties for a department or unit. Works on projects with various funding sources, including sponsored research, and federalrestricted funds, grants, and contracts. Performs audit functions to assure accuracy and compliance with internal and external regulations. Selects and applies established procedures appropriately.

KEY RESPONSIBILITIES:

  • Tracks all PO items received in DPA and NonPO items received in Finance mailbox for payment processing ensuring items are processed within the established lead time by the finance department.
  • Conducts review of supporting documentation of items for payment to vendors and employees, and liquidation and coordinates with the relevant departments on any missing and incomplete documents and prepares accounting entries in DPA and GFAS.
  • Uploads payment in the online banking facility of the country office.
  • Assists in different audits conducted in the country office.
  • Responsible for maintaining the completeness and orderliness of the hard copies of accounting files such as payment vouchers, journal vouchers,
  • Provide payment advice to suppliers and certificate of withholding tax (BIR 2307).
  • Prepares bimonthly payroll of CO employees.
  • Monitors advances issued to employees, consultants, and 3rd parties by ensuring that liquidation reports are submitted within 21 days post activities.
  • Performs other related duties as assigned.

MINIMUM REQUIREMENTS:

  • Strong knowledge of concepts, practices, and procedures with Generally Accepted Accounting Principles (GAA, budgeting, and internal control theories and practices. Working knowledge of general office practices and administrative procedures. Excellent oral and written communication skills.
  • Excellent quantitative and analytical skills.
  • Strong critical thinking and problemsolving skills.
  • Advanced MS Excel skills (creating spreadsheets and using financial function. Familiarity with accounting software is a plus.
  • Ability to handle complex and confidential information with discretion.
  • Ability to work well with others.
  • Detailoriented and capable of identifying errors, verifying and analyzing financial data, and preparing reports.

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Frequent interaction with program, administrative and other staff, implementing agencies, and banks.
  • Typical office environment.
  • Ability to sit and stand for extended periods and lift 5 lbs.
  • Travel requirements; Less than 10%

EDUCATION/EXPERIENCE:

  • Bachelor’s degree in accounting or equivalent.
  • Must have 13 years of accounting or finance experience.
  • Articulate, professional, and able to communicate clearly and positively with clients and staff.
  • Must be able to read, write, and speak fluent English. Must be fluent in the host country language as appropriate
  • Computer spreadsheet experience required.
  • Prior experience working with international NGOs and government organizations will be an advantage.
