The National Consultant is responsible for delivering the following outputs: A brief report reviewing the current policy and legislative framework for disability in Libya, highlighting gaps and challenges. An Induction Workshop Report summarizing workshop proceedings, data collected, key findings, and recommendations (to be submitted four weeks after signing the contract, against 40% of the fee. Minutes of meetings with key stakeholders, including OPDs, submitted as they are conducted. A draft report summarizing all findings, including recommendations for the development of the National Disability Strategy (to be submitted by the 10th week after signing the contract, against 40% of the fee. The final draft of the situational analysis, incorporating all feedback (to be submitted three months after signing the contract, against 20% of the fee.

Duties and Responsibilities
Background: Persons with disabilities in Libya face significant challenges due to the inadequate enforcement and implementation of disabilityrelated legislation. They experience marginalization, exclusion, and discrimination across multiple aspects of life, including employment, social protection, education, healthcare, political participation, transportation, and accessibility. The internal conflict that began in 2011 exacerbated these issues, leading to increased violence, instability, and the collapse of state institutions. The healthcare system and social services, including those for persons with disabilities, were severely affected, resulting in a lack of support and care. Additionally, many individuals acquired disabilities as a direct result of the conflict, further intensifying the difficulties they face. The absence of a comprehensive policy framework for disability has contributed to the ongoing marginalization of people with disabilities. The lack of detailed diagnostic studies on the condition of persons with disabilities in Libya underscores the need for a thorough situational analysis. This analysis will provide a robust foundation for developing a national strategy that addresses these real issues and strengthens the commitment of stakeholders to implementing the Convention on the Rights of Persons with Disabilities (CRPand other human rights instruments. The situational analysis will assess and analyze the current status of persons with disabilities, focusing on evaluating strengths, weaknesses, opportunities, and threats. It will examine legislative, executive, and administrative measures to protect the rights of individuals with disabilities and will be developed through a consultative and participatory process involving relevant stakeholders. The United Nations Economic and Social Commission for Western Asia (UN ESCWis providing technical assistance for this initiative. To support the development of this situational analysis, a National Consultant is required to facilitate the work on the ground and develop the final report. The consultant will work closely with the High Council on Disability and UN ESCWA to ensure that the analysis aligns with international standards and best practices. The consultancy will span from November 2024 to January 2025, and its main purpose is to assess the current policy and legislative framework for disability, identify gaps, and evaluate the needs of persons with disabilities, including governmental efforts, service provision gaps, and opportunities. Recommendations for addressing these gaps and challenges will also be provided. Duties and Responsibilities: The National Consultant will work closely with ESCWA, the National Council on Disability, and relevant stakeholders to develop the situational analysis for Libya. Specific tasks include: Review the current policy and legislative framework for disability in Libya, identifying gaps and challenges that need to be addressed. Facilitate online meetings with Organizations of Persons with Disabilities (OPDin Libya to identify their needs, challenges, and opportunities, and provide recommendations to address them. Support the National Council of Persons with Disabilities in organizing an induction workshop to gather data and ensure the buyin of key stakeholders. Meet with relevant ministries and stakeholders (NGOs, OPDs, UN, and donor agencieto review existing policies, plans, and programs, identifying strengths and challenges. Develop a draft report to be reviewed by ESCWA and the National Council on Disability. Incorporate feedback from stakeholders and submit the final report.
Qualifications/special skills
A Bachelor degree or equivalent in disability studies, social work, public policy, or related fields is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 7 years of professional work experience in conducting needs assessments, policy analysis, and facilitating participatory processes is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic is required and knowledge of English is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understanand “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
