THE ROLE
To provide analytics and contributions to the supply chain activities or/and contribute to field supply chain operations, following an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.
KEY ACCOUNTABILITIES (not allinclusive, within delegated authorit:
Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
Provide operational coordination and guidance, to support procurement projects and activities following standard processes and contributing to the effective procurement of goods and services.
Collect and analyze data and put together reports highlighting opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
Conduct portions of financial analysis and budget reviews, drawing out recommendations to the supervisor for maximizing use of resources and effectiveness of supply chain operations.
Provide government and partners with technical and managerial capacity to run efficiently, effectively and sustainably the logistics operations at national, provincial and subprovincial levels.
Contribute, together with the senior management team and the SO managers, the development of a country capacity strengthening strategy
Work closely with the Head of Programme and all activity managers to provide advice and highquality capacity strengthening services for the School Meals Programme, rice fortification interventions and resilience/climate programmes.
Provide technical assistance to the government to implement Food Safety and Quality activities in support of the agreed programmes related to food security and nutrition
Expand and maintain partnerships with relevant line ministries and development partners to advance the capacity strengthening strategy including the allocation of necessary financial means.
Support supply chain projects or operational daytoday activities in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, contributing to quality control, loss prevention, risk mitigation and cost effectiveness.
Review, amend and prioritise purchasing requests, and provide recommendations to requisitioners, to support the procurement of goods and services, at lowest cost to WFP.
Contribute to negotiations with new suppliers on terms and conditions of orders, with guidance from management, in order to obtain the best terms and lowest costs for WFP.
Act as an escalation point, liaising with suppliers and providing solutions to complex issues related to delivered goods, using initiative and following process, to ensure timely resolution of problems.
Support monitoring supply chain activities to check that appropriate internal controls are followed to increase the daytoday efficiencies and overall performance of supply chain operations.
In close collaboration with the external relations unit, engage with development partners and government to raise resources to sustain and where needed expand the SC and EPR capacity strengthening efforts.
Support identification of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP supported activities.
Analyse context and supervise Supply Chain activities related to Cash Based Transfer activities
Guide support staff, acting as a point of referral and supporting them with analysis and queries.
Provide coaching, training and career guidance as required to ensure appropriate staff development and to enable high performing team.
Contribute to both government and WFP preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable governments, WFP and other partners to quickly respond and deploy food and resources at the onset of the crisis.
Provide worldclass ondemand supply chain services to government, UN agencies and development partners, further positioning WFP as a partner of choice.

Experience:
Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level in English language.
