JOB DESCRIPTION

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Give daily lectures on selected subjects.

Function 2 (incl. Expected result

Develop case studies.

Function 3 (incl. Expected result

Advise and assist in studying criteria and methods to diagnose air quality status in the major airports.

Function 4 (incl. Expected result

Advise and assist in identifying the needs to implement air quality management programmes in airports.

Function 5 (incl. Expected result

Conduct a seminar on subjects chosen from the topics dealt with during the programme at the end of the consultancy.

Function 6 (incl. Expected result

Present a written daily report on the work performed and a final report summarizing all the activities carried out during the consultancy, with suggestions for the improvement of the work.

Qualifications and Experience
Education

First level university degree in engineering or exact environmental sciences with proven experience in aircraft and airport emissions analysis.

Professional experience

Essential

  • Professional experience in the development of methodologies for measurement, analysis and control procedures to
  • mitigate air pollution problems concerned with civil aviation or airports operation.
  • Proven ability in air quality diagnostics and management; use of modeling software to forecast air quality scenarios for
  • airports; and measurement and control equipment.
  • Knowledge of ICAO provisions related to air pollution caused by civil aviation (Annex 16, Doc 9184 Airport Planning
  • Manual Part 2, Circular 303) and other international regulations and working groups, recommendations (CAEP,
  • IPCC/WMO, EPA/USA, etc.)
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
