Result of Service
The ultimate result of the service provided will be a comprehensive update to the Green Economy Concept (GEChapter 1 on Sustainable Water Use in the Republic of Kazakhstan. This update will be informed by thorough factfinding efforts, including data collection and literature review related to water resource development in the country. The analysis will encompass past, current, and planned policies concerning water use and management.

Duties and Responsibilities
The United Nations Environment Programme (UNEis the voice for the environment within the United Nations system. UNEP acts as a catalyst, advocate, educator and facilitator to promote the wise use and sustainable development of the global environment. UNEP’s Economy division plays a leading role in the Green Economy Initiative (GE, launched by UNEP in The GEI aims to transition national economies onto a new path, in which jobs and output growth are driven by increased investment in green sectors, and by a switch of consumers’ preferences towards environmentally friendly goods and services. Located within Economy Division, the Resources and Markets Branch examines how economics, trade and finance interact with the environment and contribute to sustainable development at the local, national, regional and global levels. Located in Geneva, it heads the Green Economy Initiative to assist countries in integrating environmental considerations into economic and trade policies. The Partnership for Action on Green Economy (PAGis a multiyear interagency programme, implemented jointly by UNEP, the International Labour Organization (IL, the United Nations Industrial Development Organization (UNID, the United Nations Institute for Training and Research (UNITAand the United Nations Development Programme (UND. Currently, 22 countries are officially included into the Partnership and receive direct support from PAGE: Argentina, Barbados, Brazil (Mato Grosso Stat, Burkina Faso, China (Jiangsu Provinc, Ghana, Guatemala, Guyana, India, Indonesia, Kazakhstan, Kyrgyz Republic, Mauritius, Mongolia, Morocco, Peru, Senegal, South Africa, Rwanda, Cambodia, Thailand and Uruguay. The Economic and Trade Policy Unit is executing the PAGE country delivery activities on behalf of UNEP. The UN Environment Programme (UNEunder the PAGE framework targets to promote the green economy reform in the Republic of Kazakhstan. Thus, strategic development planning reform launched at the beginning of 2021 has provided new opportunities for PAGE to raise the green economy ambition of the country – including through a Green Economy Concept update. The ‘Concept for the Transition of the Republic of Kazakhstan to a Green Economy’ (GEis a policy document that outlines the goals, objectives, and general approaches to achieving sustainable development in the country that has been implemented by the government since The Concept targets to promote greater economic diversification through greening its economy. PAGEsupported activities in the domain are implemented at a formal request of the Ministry of Ecology, Geology and Natural Resources (MEGN. However, the GEC update is needed to integrate the sustainable development goals, targets, and indicators, including in the water sector through the delivery of Modelling of the water system in Kazakhstan. Thus, UNEP in cooperation with the MEGNR, UNITAR, UNIDO and UNDP will contract the Consultant (International Exper. The Consultant’s responsibilities entail the Modelling the water system in Kazakhstan to facilitate the update of the respective chapter in the GEC. The UNEP International Expert will work in a team with another prominent expert that will be supported by other UN PAGE agencies. UNEP will lead and guide the delivery of the Modelling under the present ToR. The Consultant will be responsible for delivering the Modelling of the water system in Kazakhstan. Specifically, she/he will be tasked: In cooperation with the national experts, adopt the methodology and the model structure to the needs and particularities of Kazakhstan. Define the needs for data collection and prepare the dataset and the set of assumptions. Present the modelling approach and the assumptions for validation during the meeting of the working group on efficient use of water resources. Develop the model and run the simulations. Among others, the following major indicators should be assessed within the simulations: • potential losses of the available water resources due to “business as usual”; • the required capital investments into water saving and waste water treatment technologies; • direct water saving effects by measures. Present and validate the results during a meeting of the working group on efficient use of water resources. Write a report on modelling. The report should be prepared both in English and Russian.
Qualifications/special skills
An advanced university degree in economics, finance, environmental policy, environmental management, or a related fieldKnowledge of green economy principles, sustainable development, macroeconomic development and impact assessment, including climate change issues is required;At least 5 years working experience in consulting and conducting assessments, drafting feasibility studies and general equilibrium modelling specifically tailored for the Central Asian region is required.Proficiency in using standard office software applications is required.Demonstrated good writing skillsExperience working with government officials, the United Nations and other intergovernmental organizations is desirable
