About the Project

The Vanuatu Communitybased Climate Resilience Project (VCCRis the largest communitybased adaptation project ever delivered in the Pacific. Principally funded under the Green Climate Fund (GC, with cofinancing from the Vanuatu Government, DFAT and Save the Children, it has been designed to reduce the climaterelated vulnerabilities of communities across all six provinces of Vanuatu. It will increase communities’ resilience to climate variability, extremes and change to ensure a good quality of life in the face of continuing climate change.

The VCCRP is a partnership between the Vanuatu Government through the Ministry of Climate Change and Save the Children working alongside the Depts of Local Authorities, Agriculture & Rural Development, Fisheries, Climate Change, Water Resources, National Disaster Management Office and some GEDSI support from the Dept of Women’s Affairs.

Where you come in:

In this fulltime position, based in Vanuatu, you will be part of our Program Management Unit (PMteam and report to the VCCRP Team Leader with additional technical reporting to the Director of Water Resources Department, and the Director of Climate Change.

You will be responsible for the daytoday coordination of the water resources and climate change related project components of the VCCRP with related activities throughout each of Vanuatu’s 6 provinces. This is with the aim of building the capacity of communities and subnational authorities to be more resilient to disasters and the effects of climate change.

The WRCC Coordinator role will work closely with the DoWR, DoCC and DLA, relevant other implementing sectors, the VCCRP PMU located at the DoCC, and other project partners to ensure that project activities are designed, implemented, monitored and evaluated to improve national, provincial and local capacity to respond to climate vulnerability.

The role provides technical advice and leadership, and coordinates and implements decentralized water resources and climate change related activities. The role will also provide guidance on strengthening water resources and other naturebased solutions and initiatives as it relates to climate change resiliencebuilding in Vanuatu and as this aligns to best practices and GCF programming.

This role requires:

Essential knowledge or experience

§ 4 – 8 years’ experience in a Technical Advisor/Technical Program Manager or senior role involving/related to water catchment management, adaptation plans, CDCCC trainings and EWS/CIS project implementation.

§ Knowledge of climate change and disaster risk reduction water catchment management, adaptation plans, and EWS/CIS project implementation.

§ Experience in working with Government of Vanuatu and DoCC, DoWR, NDMO on climate adaptation projects with subnational governance outputs.

§ Highly organized and able to plan well, able to work under tight deadlines and achieve project targets in a timely manner.

§ Effective communication skills in English, Bislama and French.

§ BSc/BA or degree level and experience related to Community Development, Governance, Planning, Public Policy or other relevant studies.

§ Effective remote team management in rural and remote locations and ability to travel and work in remote locations.

§ Exceptional oral and written communication skills.

Desirable knowledge or experience

§ Degree or higher degree related to Climate change adaptation, environmental management, Community Development, Governance, Planning, Public Policy or other relevant studies.

§ Experience in coordination and implementation of a multisectoral, multistakeholder, multilocation projects in rural and remote contexts.

§ Experience in working with Area Council and provincial partners in Vanuatu relating to planning, budgeting, and monitoring and evaluation.
