Lead, PlanningGL D3 yrs Defined Duration
Under the leadership of the Chief of Staff and Manager, Leadership & Organizational Planning, the Lead, Planning will hold a pivotal role in driving strategic planning for the Global Fund and delivering critical change initiatives to ensure the organization can deliver its 2023 – 2028 Strategy.
The Lead, Planning will lead the organization’s annual planning process, which includes working with Leadership to define annual organizational priorities and develop actionable implementation plans. The Lead will work across the Secretariat to identify necessary change initiatives and lead the subsequent prioritization process. These are key inputs into the annual workforce and operational expenditure (OPEbudgeting process, and the Lead, working closely with Finance and HR partners, ensures that resources are allocated optimally and efficiently to drive annual organizational priorities.
The Lead will oversee monitoring against the plans, defining targets and metrics to gauge progress, all of which align with the Global Fund strategy.
The Lead will provide guidance and support across the Secretariat on implementation planning for priority projects and initiatives, coordinating support from all parts of the organization as needed to ensure successful execution. The Lead will ensure new change initiatives are integrated and monitored as part of the internal organizational performance monitoring framework.
The Lead will collaborate with teams throughout the year to support continuous improvement and alignment with organizational objectives, and revise and improve their performance metrics and targets.
Key Responsibilities
Strategic planning
- Leads, under the direction of the Manager, Leadership and Organizational Planning, the Global Fund’s annual planning process, supporting divisions, departments, and the Management Executive Committee in the development and prioritization of annual priorities and change initiatives.
- Engages across the Secretariat to develop actionable, timebound implementation plans.
- Convenes and leads a crossfunctional team with multiple divisions to coordinate the annual OPEX priority budgeting process and manages the prioritization of initiatives as part of this process.
Implementation support
- Provides implementation planning guidance and support on priority projects and initiatives.
- Mobilizes and coordinates support from across the organization to ensure successful execution of organizational priorities, contributing to the delivery of Global Fund’s 2023 – 2029 Strategy.
Monitoring and reporting on implementation progress
- Identifies priorities for inclusion in the monitoring framework and works with teams to define metrics and targets for implementation monitoring.
- Tracks progress in implementing priorities, proactively identifies risks and implementation barriers and mitigation measures, with the support of the Senior Associate, Monitoring.
- Reports key implementation risks and mitigation measures to appropriate leadership and supports decisionmaking to drive action, working closely with the Manager, Leadership and Organizational Planning.
- Finds creative ways of bringing in colleagues – particularly the Extended Leadership Team – to tie monitoring and reporting to decision making. Creates an environment where problemsolving can be discussed and actioned, based on monitoring and reporting.
- Collaborates with Delivery Unit to operationalize continuous improvement loop of prioritization, monitoring and delivery of interventions.

Qualifications
Essential:
- Undergraduate university degree in business administration, public policy/administration, international development, global health, or other relevant area with 46 years of relevant work experience; Or
- Postgraduate university degree in business administration, public policy/administration, international development, global health, or other relevant area.
Desirable:
- Additional qualifications in monitoring and evaluation.
Experience
Essential:
- Demonstrated strong problemsolving skills and analytical capabilities, as well as creative thinking capabilities.
- Experience of crossfunctional managerial, project management, and/or liaison activities.
- Experience working across the management life cycle from planning to implementation to monitoring.
Desirable:
- A minimum of 46 years of relevant work experience in planning, strategy implementation, performance measurement and management, and project management.
- Familiarity with the Global Fund and its business model
- Incountry experience of development and/or public health programs, preferably in LMICs/ countries with programs supported by The Global Fund
