MIGA is seeking an Extended Term Consultant (ETwho is proactive, clientfocused and a team player to join a fastpaced working environment. The ETC will be based in the World Bank Office in Riyadh to develop and operationalize a strategic framework for engaging government and private sector in the Kingdom of Saudi Arabia; ensure MIGA’s engagement with the highest level of policymakers in the country; and focus on business development by building relations with new clients including development financial institutions, private sector players and government entities in KSA and support Saudi outward investments in critical areas such as energy transition, water management, and other sectors.  The key focus will be to grow MIGA’s visibility and engagement in KSA with policymakers, officials, and private sector clients which will lead to greater use of MIGA guarantee platform by Saudi investors. The ETC will report to the Manager, Strategy and Operation in the Office of the Vice President, Operations and coordinate closely with the Country Director, MNCO5, and Middle East and Egypt (MERegional Head. 
 
Duties and Accountabilities
  • Develop and maintain a good understanding of KSA key economic and political issues
  • Contribute to the development of action plans and workstreams to implement guarantee business and targets with a focus on origination
  • Identify new business opportunities in the country 
  • Identify, build, and maintain highlevel relationships with  key stakeholders including relevant government policymakers and officials,  private sector clients across various  sectors and especially those Saudi investors expanding outside GC, , key development partners and WBG colleagues to support KSA business development
  • Participate in activities to increase in MIGA representation in Saudi based events and  increase MIGA’s visibility
  • Identify relevant Saudi development partners to support the raising of funds for MIGA managed Trust Funds
  • Support visiting missions to the country
  • Conduct mapping and research on various potential investors, and sovereign owned entities (SOE; integrity checks, trends of Saudi outward investments and identification of other business opportunities
  • Write memos including  strategic assessments and  briefing memos for engagement with key stakeholders and clients
  • Collaborate with other units within MIGA, IFC, and the WBG to deliver high level business results, with a particular focus on WB/IFC staff based in Riyadh
Specific Deliverables
  • In consultation with MIGA management and Country Director, represent MIGA and participate in all relevant engagements events related to government and  private sector in KSA
  • Mobilize Saudi public institutions to contribute to MIGA supported Trust Funds and sign at least one mandate towards that end
  • Support the MIGA team to develop  new private sector client relationships  which will lead to actual request for guarantee support
  • Contribute to efficient client servicing as measured by reducing time from application submission to Contract of Guarantee execution by prescreening and structuring project prior to application submission and facilitating efficient exchange of information with clients
  • Prepare presentation materials in both English and Arabic for potential government and client engagements

 

Selection Criteria

  • Master’s degree in international Business, Finance, Economics, Environment and Climate or related field with a minimum of 8 years of working experience in international environment (e.g., private equity funds, investment banks, development financial institutions, or project advisory firmand with governments preferably in project development, sector reform, and  project finance
  • Experience and deep knowledge of the government and business community in KSA
  • Preference will be given to  candidates with an existing network with Saudi policymakers and private sector representatives 
  • Preference will be given to candidates with past work experience in multilateral development banks (MDBat the field level focusing on operations with emphasis on infrastructure sectors and with operational knowledge of environment, social, and climate frameworks of MDBs
  • Broad knowledge of WBG product lines would be an advantage
  • Track record in developing and maintaining strong highlevel relationships in the private sector, government, and development institutions
  • Experience in working across boundaries; and in joint project ventures with key multilateral and bilateral institutions
  • Strong client orientation, diplomatic skills, as well as sensitivity to social and cultural issues as they affect multilateral risk mitigation and investors going into developing countries
  • Good knowledge of Word, Excel, and PowerPoint and good presentation skills
  • Excellent administrative and time management skills with proven ability to work promptly and efficiently and meet deadlines
  • Outstanding communication skills, excellent interpersonal skills with the ability to collaborate with people at all levels (inside and outside MIGwith demonstrated team spirit and responsiveness
  • High degree of discretion, ethics, tack, and sensitivity in handling confidential and sensitive information; ability to maintain high standard of personal integrity
  • Fluent and excellent written and verbal communication skills in English and Arabic
