About this position
The Consultant will support the Belize Fisheries Department (BFiand the Ministry of Blue Economy and Disaster Risk Management (MBEDRin the implementation of Component (iof the Technical Cooperation (TBLT1149: Support the formulation of a program to promote sustainable growth in the blue economy. The TC is supporting the Government of Belize with the technical knowledge and preliminary technical inputs necessary for the design and initial implementation phase of loan BLL1042: Promoting Sustainable Growth in the Blue Economy Program.
We are looking for a proactive, knowledgeable, and driven Technical Liaison Consultant. As Technical Liaison Consultant, you will manage and coordinate the implementation of technical activities and effectively facilitate and support project partners in the successful execution and dialogue with different stakeholders and key partners.
You will work in the Belize (RND/CBteam part of Environment and Rural Development department. This team is responsible for the supervision of the portfolio and the generation of new operations in the country
What you’ll do:
Serve as the principal focal point for the BFiD in all matters related to planning and project implementation of Technical Cooperation BLT
Serve as the main liaison between the BFiD and all other stakeholders involved in the implementation of the projects including key stakeholders, such as the Central Executing Unit (CE, Ministry Finance, Economic Development and Investment.
Support MBEDRM and BFiD in the daytoday implementation, coordination, management, and technical assistance for the successful delivery of objectives and outcomes of the technical cooperation BLT1149 that provides technical input to loan Promoting Sustainable Growth in the Blue Economy Program (BLL1042).
Conduct timely preparation, review and submission of technical specifications, Terms of Reference (TOR, and other requirements necessary for the development of bidding documents for the acquisition of goods and services. This includes the development of TORs for exploratory and stock assessment study; a matching grant manual; an assessment for requirements and technical specifications of refrigeration system, etc. As well as coordinating with the Caribbean Regional Fisheries Mechanism (CRFand finalizing the details of the required services needed for conducting the validation workshop for the national plan of action for illegal, unreported and unregulated (IUfishing.
Provide technical advice to the respective providers for the purchase and acquisition of goods and services under technical cooperation BLT1149, e.g., oversee procurement and installation of vessel monitoring system devices and refrigeration system.
Support MBEDRM and the BFiD in coordinating logistical arrangements necessary to facilitate multistakeholder participation and engagement to achieve the fulfillment of objectives and results of the technical cooperation BLT1149 and projects under implementation. This includes coordinating logistical arrangements for the validation workshop for the national plan of action for IUU fishing.
Support MBEDRM and BFiD in monitoring of project activities, inclusive of reviewing project deliverables/outputs from consulting firms and/or individual consultants, collaborate with the CEU in the preparation of progress reports on outputs and outcomes of project implementation of BLL1042, and prepare progress reports of consultancies implemented under BLT
Provide technical assistance in required area of expertise for the design and development of knowledge products when required.
Prepare and deliver presentations on the projects’ implementation and/or progress when required.
Support the coordination and information sharing among stakeholders on behalf of the MBEDRM and BFiD.
What you’ll need
Education: Minimum of a master’s degree in project management, Fisheries Management, Natural Resource Management, or other fields relevant to the responsibilities of the role. A combination of a bachelor’s degree in project management, Fisheries Management, Natural Resource Management, or other related field with 5 years of relevant work experience will be accepted in lieu of not having a Master’s degree.
Experience: At least 5 years of progressive experience in project management, monitoring and control, knowledge of the fisheries sector, blue economy and use of natural resources, and experience in managing fisheries management projects is a plus. Likewise, experience working with multiple stakeholders (including the Government of Beliz, and a desired experience in the supervision of multilateral financing, knowledge of policies and procedures of multilateral banks or international cooperation, and good knowledge of the institutional and policy framework in Belize.
Languages: Proficiency in English.
