The position will be based in Maseru, Lesotho.
SECURE Project Description
The USAID Sustaining Epidemic Control through Unified Prevention (SECURE) program is a fiveyear activity that seeks to build on this positive momentum by providing USAID a flexible, locally led response differentiated by target population and built on our record of success in Lesotho, existing presence across the target geography, and FHI 360’s deep bench of technical expertise. Our approach seeks to strengthen the system that provides integrated primary health care (PH, health promotion, health systems strengthening and preventive services and transitions leadership to key governmentled services and local implementers. Our partners offer complementary expertise and trusted relationships with the Government of Lesotho (GO, stakeholders, and communities. Our team will serve as mentors, trainers, advisors, and facilitators to bolster local partner and government capacity, skills, and tools to lead the HIV prevention response toward reaching, maintaining, and sustaining HIV epidemic control.
Job Summary
Senior Contracts and Grants Officer is primarily responsible for managing the administrative processes for contract administration from preaward to contract closeout. He/she will provide professional expertise in contract administration to ensure full compliance with donor rules and regulations. The functions of the position include:
Comprehensive analysis of contract terms and conditions to ensure that the organization has the organizational capacity or is able to acquire the necessary capacity to successfully perform and meet contractual obligations; Expert interpretation of donor (USG and nonUSrules and regulations; Standardization of administrative procedures for efficient award and sub award management; Development of contractual documents including templates and ancillary business forms; and Capacity building and replication of contract portfolio management systems and best practices in award and sub award management.
Senior Contracts and Grants Officer will lead or supervise other staff in the efficient operation and maintenance of an effective contracts portfolio management system. Contracting officers will work in partnership with operations staff and other enterprise services staff to achieve successful and compliant contract performance. The scope of contract administration may include contract interpretation, compliance with regulatory requirements and restrictions, sub award administration, and donor relations among others.
