ABOUT WFP and UNICEF in Madagascar

UNICEF and WFP are part of the United Nations country system in Madagascar, operating under a multiyear joint work plan with the Malagasy Government. Each agency brings unique comparative advantages, supported by established evidencebased programmes and proven global results. WFP and UNICEF are sector lead agencies in various social service agendas, including nutrition, water, sanitation, and hygiene (WAS, food security, social protection, and child protection. In collaboration with the Government and other partners, UNICEF and WFP have established a robust strategic framework to enhance population resilience to food and nutrition insecurity and are jointly implementing a multisectoral response to issues related to malnutrition and food security.

JOB PURPOSE

WFP and UNICEF have designed a joint programme for the “Building Resilience for Food and Nutrition Security in Madagascar”, with funding from the German Federal Ministry for Economic Cooperation and Development (BMthrough the German Development Bank KfW.

The overall goal of the joint programme is to contribute to the prevention of all forms of malnutrition and enhanced individual, community and system resilience to environmental shocks and the effects of the war in Ukraine in four drought vulnerable municipalities in southern Madagascar.

By the end of the programme, vulnerable households, pregnant and lactating women and children 05 years benefit from improved food and nutrition security and strengthened resilience through quality multisectoral nutrition and social protection interventions in four Municipalities: Itampolo in Ampanihy district, region of Atsimo Andrefana, Sihanamaro in Ambovombe district, region of Androy; Tsivori Region in Amboasary district, region of Anosy and Ifotaka in Amboasary district, region of Anosy.

Main outcomes of the programme include the following:

1: Children, adolescents and women have improved access and utilization of quality basic social services and diversified, nutritious, and safe diets.

2: Vulnerable communities have improved equitable access and use of sustainable livelihood opportunities.

3: Communities, Institutions, and Government have improved governance capacities and more effectively prevent, manage, and mitigate shocks.

The joint programme coordinator is required to provide strategic guidance and management support for the successful implementation of the interagency multisectoral programme.

KEY ACCOUNTABILITIES (not allinclusiv

  • Coordinate the joint programme to ensure an integrated approach to nutrition, WASH, ECD, social protection, resilience and food security outcomes as stipulated in the joint programme funded by th BMZ through the KfW.
  • Coordinate the preparation of relevant joint deliverables and ensure valuable information flow through regular reports, joint meetings and other relevant channels with all involved partners and local communities.
  • Monitor activities closely to ensure planned activities are conducted within time and budget and in compliance with the donor’s contractual obligations.

This implies:

  • Coordinating between WFP and UNICEF by leading overall regular joint programme coordination between agencies (in coordination with senior management teaat national and local levels.
  • Supporting WFP and UNICEF in the oversight of the partnership development, amendments, and overall PD management.
  • Consolidating and tracking joint workplans and ensuring optimal alignment and interdependencies of WFP’s and UNICEF’s activities.
  • Overseeing planning and implementation through regular field visits jointly with the agencies’ staff, capturing transformative changes of beneficiary communities and households and supporting the development of knowledge products and visibility of BMZ/KfW, UNICEF, and WFP.
  • Ensuring compliance with relevant project documents and contractual obligations in close coordination with WFP’s and UNICEF’s technical units in the different geographical locations.
  • Organizing and facilitating regular meetings between WFP and UNICEF technical teams at central and local levels and other parties involved, including cooperating partners and government services to share information, discuss bottlenecks and identify solutions.
  • Fostering the relationship among WFP and UNICEF teams and other parties involved at the local level.
  • Together with the M&E appointed colleagues, contributing to and coordinating joint local accurate and timely analysis/surveys for effective project design and decision making.
  • Consolidating and developing concise informative reports and knowledge products on the analysis and results achieved for the government, donors, partners, and beneficiaries (in both French and Englis, as well as contractually agreed reports for the donor.
  • Ensuring good coordination with other organizations working in the same areas and same sectors, to foster synergies and avoid duplications of intervention.
  • Ensuring adequate knowledge management for the project, including managing the online shared platform and facilitating knowledge sharing.
  • Organizing donor field visits, and meetings when requested.
  • Perform other tasks, as required.

FUNCTIONAL CAPABILITIES
Programme Lifecycle & Food Assistance
Displays ability to identify the main hunger problem at the national or subnational level to design and implement contextspecific programmes that integrate complex analysis and the full range of food assistance tools.

Transfer Modalities (Food, Cash, Vouche
Demonstrates the ability to design, implement, monitor, and provide oversight over effective and efficient programmes deploying different transfer modalities.

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)
Demonstrates the ability to interpret basic data in the context of WFP and UNICEF specialised fields to contribute to technical programme design, implementation, and monitoring.

Emergency Programming
Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.

Strategic Policy Engagement w/ Government
Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experiencto strengthen national or subnational entities and government owned food and nutrition security programmes.

DELIVERABLES

  • Reporting and communication requirements outlined in the funding agreement met
  • Regular meetings held with KfW representation to update on the status of implementation and discuss strategic issues as agreed with WFP and UNICEF management.
  • Project planning, implementation, monitoring, and evaluation coordinated between UNICEF and WFP and joint outputs achieved.
  • Joint field visits undertaken by UNICEF, WFP and KfW to update on the status of implementation, document good practices, and provide evidence for decision making and programmatic adjustments.
  • In cooperation with WFP and UNICEF management and technical counterparts from both agencies the financial resources are fully utilized within project implementation period and as per the funding arrangements agreed by UNICEF, WFP, and the donor.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has been engaged in the management of a programme jointly implemented with other UN Agencies.
  • Experience with programmes funded by BMZ/KfW would be an advantage.
  • Has experience working across the Program portfolio including nutrition.
  • Has expertise in project coordination and working in partnerships.

STANDARD MINIMUM QUALIFICATIONS

Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences,
or other field relevant to international development assistance, or First University Degree with additional years of related work
experience and/or trainings/courses.

Experience: At least five (05) years of experience in a similar position, at a professional level.

Language: Fluency (level in English and French language.
