ROLE PURPOSE

The Humanitarian and Emergency Program Manager will lead and oversee the implementation of rapid emergency and humanitarian response projects, ensuring the timely and effective delivery of protection services, basic assistance, nonfood items (NFI, and cash interventions. This role involves coordinating multiple project components, overseeing field operations, managing partnerships, and ensuring alignment with donor requirements and organizational standards. The Humanitarian and Emergency Program Manager will also be responsible for adapting project strategies to meet evolving needs and contextual changes while ensuring compliance with international humanitarian principles.

Dimensions of the Role

Under the direct supervision of the Director of Programs, the Humanitarian and Emergency Program Manager is responsible for preparing and overseeing the implementation of all project components, including but not limited to protection services, basic assistance, NFIs, and cash interventions. The Manager will work closely with local partners and field teams to ensure effective coordination and quality programming. This role requires strong reporting and financial management skills, including budget rephasing and realignment. The Manager will monitor project spending in a fastpaced emergency environment, ensuring rigorous oversight of monthly financial reports and maintaining close coordination with Plan’s and partners’ finance and grants teams. Additionally, the Manager will collaborate with internal support functions, such as Monitoring & Evaluation (M&, Operations and Security, Finance, and Grants, to ensure all project activities align with donor requirements and organizational standards.

  • Closely monitor and analyse context developments in Lebanon.
  • Participate in InterAgency and Sectoral coordination meetings, and engage in field observations and discussions with stakeholders.
  • Circulate findings systematically and timely to relevant parties.
  • Guide project teams in weekly planning, ensuring alignment with project work plans.
  • Ensure timely procurement of goods/services and maintain accurate budget followup in coordination with operations and security.

  • Implement a comprehensive management, monitoring, and evaluation framework for the project in coordination with other Plan Lebanon and partner organizations.
  • Ensure the rollout and adoption of Plan International Partnership Monitoring tools and Project Management Tools for the project.
  • Collaborate closely with Plan technical focal points to ensure coordination, support, capacity building, and training development for project staff, including partner staff.
  • Ensure the delivery of quality impact deliverables throughout all project implementation cycles.
  • Provide coordination and administrative support throughout the project stages, from startup to completion.
  • Maintain continuous highquality communication with relevant Plan and partner staff.
  • Monitor the developing humanitarian and security situation in project areas and adjust activities accordingly.
  • Ensure that different sectoral activities (Child Protection, Cash, Basic Assistance, etc.) are implemented in a coordinated and cohesive manner, complying with humanitarian standards and in coordination with local authorities.
  • Provide continuous guidance and support to local partners.
  • Supervise field operations to ensure all project components are implemented per planned activities and expected outcomes, including timely budget expenditure for both Plan and partners.
  • Collect, update, and share information related to project progress with relevant staff and coordinate closely with the grants and finance team.
  • Maintain regular communication and site visits to ensure that project goals are achieved promptly.
  • Ensure timely submission of work plans, reporting, and budget forecasts to the line manager.
  • Follow up on financial liquidation, settlement, and reports according to Plan’s procedures, submitting spending reports to the grants/finance team for review and approvals.
  • Engage with Operations/Security Departments for guidance and support to ensure compliance with Plan SOP on security and procurement/supply chain.
  • Ensure adherence to all Plan International and donor compliance rules and regulations for both Plan Lebanon and implementing partners, in close coordination with the grants department.

Coordination, Communication and Reporting

  • Coordinate and lead internal and external monthly project review meetings with Plan and partner teams.
  • Contribute to documenting technical/program approaches, lessons learned, and success stories.
  • Establish and maintain appropriate working relationships with government institutions, partner organizations, local NGOs, etc., in target areas.
  • Attend working group and task force meetings at the local level and contribute accordingly.
  • Ensure adequate and accurate reporting of data on project Info, internal databases, and SitReps, if required.
  • Draft and input into weekly, monthly, quarterly, and annual reports for both internal and external purposes.
  • Support the development of contingency planning for emergency response in collaboration with other departments.
  • Train staff on the EPRP and ensure regular updates based on contextual changes.
  • Prepare regular reports on implementation progress and flag anomalies and challenges encountered.
  • Contribute to projects and beneficiaries’ data collection and context monitoring, identifying potential protection concerns.

Financial Management:

  • Monitor the project budget weekly and monthly with the support of the grants/finance team, highlighting any over/underspending and leading necessary actions.
  • Support partners in their rephasing/realignment in close collaboration with the line manager and grants/finance team.
  • Coordinate monthly with the finance team to address comments regarding financial reports and follow up on necessary actions.
  • Support and coordinate with the finance team during partners’ supporting documents visits.
  • Oversee response staff across departments for coordinated multisectorial responses.
  • Act as the focal point for interagency emergency responses, and ensure coordination with relevant stakeholders.
  • Collaborate with the operations department to develop procurement plans and stock followup for emerging needs.

Staff Management

  • Ensure regular weekly team meetings and provide appropriate support and monitoring of project activities rollout and completion.
  • Manage directreport staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented performance reviews in close coordination with the line manager and HR team.
  • Provide daily technical support to the project team, including partner staff.
  • Ensure high standards of service provision within the team by mentoring and monitoring direct reports in the field regularly.
  • Ensure that Plan International’s global policies for Child Protection (CPand Gender Equality and Inclusion (GEare fully embedded in accordance with the principles and requirements of the policy, including relevant Implementation Standards and Guidelines. This includes ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (Coand that concerns are reported and managed according to appropriate procedures.Ensure compliance with security rules and oversee team adherence to these protocols.
  • Communicate any securityrelated information or noncompliance to the operations and security manager.
  • Assist with emergency interventions and any activities that support the organization’s humanitarian goals.
