UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUas the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflictaffected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?  

Terms of Reference or Work Assignment:
Task/s:
Under the direct supervision and guidance of the Child Rights and Business Programme Officer, the consultant will do a Desk Review of the Environment, Social, and Governance (ESreports of Public Listed Companies to Assess their Business Commitment to Child Rights in the Philippines.

Using the UN Guiding Principles for Business and Human Rights and the Child Rights and Business Principles, the consultant is expected to deliver the following outputs:

Output 1:  PreWriting (Research Framewor

  • Identifying the steps, processes, methodologies/ tools on how the desk review will be conducted.
  • Methodology to include data sources, data collective, data analysis
  • Timeframe
  • Mapping list of public listed companies to be reviewed (onlinin consultation with UNICEF and Securities and Exchange Commission.
  • Submitting the actual Research Framework to guide the entire desk review process including desk review questions or checklist of information needed to ensure child rights in the ESG reports.

Output 2:  Draft Presentation of Desk Review Paper/Research

  • Submitting the draft desk review document (including PowerPoint presentatioto UNICEF.
  • Initial presentation of the desk review research document.
  • Documentation of the comments, feedback and actions to feedback based on internal review.

Output 3: Final Presentation and Submission of the Desk Review research document

  • Final presentation to UNICEF & SEC on the results of the research based on feedback.
  • Submitting the finalized/ cleared report to UNICEF.

Qualifications and Competencies of Successful Consultant:

Minimum Qualifications Required:

  • Master’s in management, development, business management and social sciences related.  Bachelor’s degree accepted for as long as with minimum 5 years of experience in working in human rights and child rights.

Knowledge/Expertise/Skills Required:

  • Knowledge on human rights and child rights required.
  • Working with business sector on sustainability reporting, Corporate social responsibility, managing foundations.

Skills Required:

  • Excellent writing skills, focus on desk review and qualitative research, stakeholders engagement and networking especially within the private sector, government business regulators like Securities and Exchange Comission.
