Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A oneyear fixedterm contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

This position is located in Tashkent, Uzbekistan, and reports to the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/COMosco.

The project on Improving labour inspection and OSH systems in Uzbekistan (funded by Germany, BMis designed to improve the labour inspection and occupational safety and health (OSsystems of Uzbekistan through:
(the alignment of national legislation and practices with the relevant International Labour Standards (ILon OSH, to foster the development of a national preventative OSH culture and the formulation and implementation of a sound policy, system and programme for OSH;
(the alignment of national legislation and practices with the relevant ILS on labour inspection, to allow the State Labour Inspectorate to effectively carryout its mandate of promoting the improvement of working conditions, through the provision of technical advice and information, monitoring and enforcement of compliance with the legal provisions, and improvement of the labour legislation.
The project will be implemented in the framework of the Safety + Health for All Flagship Programme and will benefit from the strategies, tools and lessons learned from recently implemented projects in the framework of the Flagship Programme.

The project duration is until 31 December 2025, and this position is for the period of 1 year.

The National Project Coordinator will work under the direct supervision of the Project Manager. He/she will support the practical implementation and administration of project activities following the Project Manager guidance, monitor progress, assist in programming, budgeting, communication and visibility. He/she will also facilitate collaboration with national stakeholders.

Director of DWT/COMoscow is the Responsible Chief of the position.

Description of Duties

  1. Support the Project Manager in the design and revision of the project annual work plans, as well as preparation of the budget proposal, considering different approaches and alternative methods, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and nondiscrimination in all aspects of the project.
  2. Establish and maintain effective working relations with relevant national partners. Promote opportunities for collaboration, notably in the fields of knowledge sharing and capacity development, with a focus on OSH and labour inspection.
  3. Assist in setting up an adequate monitoring and results measurement system in collaboration with the Project manager and M&E specialist for the Safety + health for All Flagship Programme in ILO HQ.
  4. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions.
  5. Provide programming and administrative support to cooperation activities in the area of labour inspection and OSH.
  6. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
  7. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
  8. Assist in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
  9. Perform other duties as may be assigned by the project manager and/or Responsible Chief.

Required qualifications

Education

First level university degree in labour law, occupational safety and health (OS, economy, management, public policies, development studies or a relevant field. An advanced degree on studies in labour law, OSH, labour inspection, public administration, social science or governance would be a strong advantage.

Experience

Two years of professional experience at the national level in the areas of project implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset. Experience in labour inspection and/or OSH will be a strong advantage.

Technical requirements: Good knowledge of labour economics and policy making process.

Languages

Excellent knowledge of English and a good knowledge of Uzbek. Knowledge of Russian is an advantage.

Competencies

  • Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Uzbekistan.
  • Knowledge of the office’s financial rules and regulations.
  • Good knowledge of the context and challenges for the project areas of expertise.
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.
  • Good ability to interpret project information and to identify and analyze problems with implementation
  • Ability to communicate effectively both orally and in writing. Ability to clarify information
  • Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative.
  • Ability to work independently, quickly, precisely, and take initiative and responsibility.
  • Ability to work under pressure and to meet the deadline.
  • Proficient in Microsoft Word, Power Point, Excel, webbrowsers and database applications.
  • Ability to deal with people with tact and diplomacy.
  • Ability to work in a multicultural environment and gendersensitive behaviour and attitudes are also required.
