For the EM Palau, the ultimate objective of the work is a design of interventions to promote the transformation of the land transport sector to a sustainable net zero transport sector. The project design will be used to prepare a full proposal for submission to GEF. For the SL Cities, the ultimate objective of the work is a design of interventions to promote scale of use of ebuses in Sri Lanka.

Duties and Responsibilities
The United Nations Environment Programme (UNEis the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP’s Climate Change Division is to deliver effective strategic guidance and highimpact action in support of the transition towards climate stability. UNEP provides capacity building and technical support to governments to enhance their policy and implementation capacity and helps them access finance to align to the Paris Agreement, decarbonize, anticipate, and adapt to climate impacts. Its work is guided by ambition, innovation, credible science, alignment to global climate goals and needs of individual countries. 11517 EM Palau UNEP, in close cooperation with the Bureau of Budget and Planning, Ministry of Finance, Government of Palau, is currently implementing a Project Preparatory Grant (PP– for the design of the GEF 11517 “Enabling the transition to a Zero Emission Transport Sector in Palau” project funded by the Global Environment Facility (GE. The project aims to support the transformation of the land transport sector of Palau to sustainable transport in line with the country’s objectives of providing inclusive and affordable mobility to all as well as reducing fossil fuel import dependency, reducing air pollution, reducing GHG emissions, as per its current National Determined Contributions (NDgoals in respect of the Paris Agreement. The GEF project will provide the necessary funds to undertake the priority actions to enable this transformation process in institutional strengthening, enabling policy and regulatory framework as well as capacity building and awareness raising. The funds will complement the efforts of the government and other ongoing projects, to support the transport sector improvements. The GEF funds will add to the baseline funding from the government to cover the costs of analysis and strategy development for a transformation to more sustainable transport modes. 11290 Climate Smart Sustainable Cities (Sri LankUNEP, in close cooperation with the Ministry of Environment, Government of Sri Lanka, is currently implementing a Project Preparatory Grant (PP– for the design of the GEF 11290 “Climate Smart Sustainable Cities” project funded by the Global Environment Facility (GE. The key objective of the project is to build upon the ongoing efforts of the Government of Sri Lanka to maintain Greater Colombo Area as a Wetland city and demonstrate integrated approach to planning and investments that ensure economic development with national and global environmental benefits in the Sri Jayawardenapura Kotte (SJMunicipal Council area (the seat of the National Governmen. Another major aspect of this project which is more relevant to this ToR is the emobility part where the project will integrate the NMT mobility with wetland protection borders created as public spaces. The NMT infrastructure around wetlands will also provide access to the public transport routes in SJK MC. With the GEF project’s support, an ebus pilot will be implemented in one of the routes transiting by SJK MC. The GEF Climate Mitigation Unit requires an Electric Mobility expert to design the project interventions for the aforementioned projects in Palau and Sri Lanka as detailed out in the subsequent sections. The project design will be based on the existing baseline situation, assessment of gaps in strategies, policies, regulations and laws to enable the transformation to a sustainable net zero transport sector, identification of priority actions to initiate the transformation, identification of potential pilots for showcasing solutions, and assessment and activities for priority capacity building and awareness raising. The work should also map out the key stakeholders, who shall be consulted in the project of designing project activities, a plan for engagement of these stakeholders in implementing the project activities, costing of the deliverables to achieve the project outputs, as well as the required conditions for enabling successful implementation of the project. The consultant will be selected and recruited by the UNEP Climate Mitigation Office and will work under the direct supervision of the GEF Task Manager (Asia Pacifi, Climate Mitigation Unit, Climate Change Division, UNEP. For the Palau project, the consultant will work closely with the focal point appointed by the Bureau of Budget and Planning (BoB, Ministry of Finance, the Executing Agency representing the Government of Palau and GGGI (technical support partne. For the Sri Lanka project, the consultant will work closely with the focal point appointed by the Climate Change Secretariat (CC, Ministry of Environment (lead executing agency for the 11290 projec, Global Green Growth Institute (technical support partner for the EM component of the projecand Ministry of Transport and Highways (MOTwho will be the lead government agency for the EM component.
Qualifications/special skills
A Master’s University degree in energy, environmental sciences, engineering, international development, transportation engineering (or similar through experiencor related area is required. A first level degree with an additional two years of qualifying experience maybe accepted in lieu of an advanced university degree. • A minimum of 10 year of established expertise in the field of sustainable transport and emobility is required; • Proven project management expertise of managing and delivering complicated multistakeholder projects involving surveys, data collections, capacity development programs on climate change while working with national and international organizations is required • Proven experience on undertaking analysis of the sectors, assess the barriers and root causes and developing interventions to address the gaps in the area of sustainable transport and emobility working on solutions, policies/regulations/laws, strategy development towards netzero, and climate action planning is required • Knowledge on different financing mechanism and financial solutions for public transport is required. • Experience in drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reportis required. • Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desirable. • Experience working with GEF or UNEP projects is a desirable.
