BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
To provide and/or oversee a range of coordination, administrative and technical activities that support the delivery of a safe and effective air service to the humanitarian community. Function as member of the UNHAS safety team.
KEY ACCOUNTABILITIES (not allinclusive, nor exhaustiv:
- Actively promote a strong safety culture within the organization by encouraging reporting of safety concerns, near misses, and incidents without fear of reprisal.
- Assist and support the development and delivery of specialized safety training programs for aviation staff to enhance their safety knowledge and skills in various operational scenarios.
- Conduct regular audits and assessments to evaluate compliance with safety regulations, standards, and policies and implement corrective actions as needed.
- Help evaluate and recommend the integration of new safety technologies and systems to enhance safety measures and operational efficiency.
- Assist in developing and implementing a comprehensive safety communication strategy to ensure effective dissemination of safetyrelated information to all relevant stakeholders
- Participates in the development and implements the AFO Aviation Safety program.
- Participates in the development of the Aviation Emergency Response Plan and ensures that it is communicated to all concerned.
- Supports the coordination and organization of Aviation safety drills and exercises required by the AFO Aviation Safety program.
- Monitors the Integration of Aviation Risk Management into aviation activities.
- Develops quarterly Risk Assessment Indicators and analyses the level of safety of aviation activities within UNHAS in conjunction with the safety team.
- Conducts all Safety Assurance activities to include monitoring and measuring the Safety Performance Indicators (SPI’, Management of Change, and Continuance Improvement.
- Proposes the required corrective and preventive measures, develops aviation safety recommendations, and communicates them to the officials concerned.
- Investigates aviation occurrences involving air assets and observed hazards related to aviation activities, compiles reports, and analyses statistical data and upload on ECCAIRS.
- Identifies, analyses, and monitors trends that affect the safety of UNHAS operations.
- Participates in AOSI and aircraft reviews and ensure documentation are updated and tracked accordingly.
- Conducts assessments of airfields and helicopter landing sites.
- Maintains the aviation safety database and ensures that information is recorded in accordance with the established procedures and deadlines
- Provides safety briefings to personnel involved in UNHAS operations as well as crew induction.
- Supports in organizing and conducting Aviation Safety meetings.
- Draft safety bulletins, newsletters, and consolidated reports.
- Coordinates with other UN agencies and host country civilian and military aviation authorities on aviation safety matters.
- Performs other related duties as required.
QUALIFICATIONS AND EXPERIENCE:
Education:
Completion of secondary school education OR University degree (Diploma/Bacheloin flight dispatch, aeronautical engineering, Air Operations, Air Movement, or other related fields.
Experience:
At least Six (6) years of experience with a secondary school certificate OR University degree (Diploma/Bachelor’ with a minimum of two (2) or more years of experience in aviationrelated fields.
Language: Fluency (level in English language and Somali Language.
ARE YOU COMPETENT FOR THIS JOB? DO YOU HAVE:
- Experience in handling flight processes and knowledge of aviation operations in the field.
- Experience in dispatching flights from uncontrolled airfields and interpreting operational flight plans is required.
- Experience working in the aviation section of an international organization is desirable.
- Experience in Ground Operations, Ramp Safety, RFFS (Rescue and Fire Fighting Service, and Emergency Response is also desirable.
