JOB DESCRIPTION

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Lead the Aerodrome Certification iPack team in developing and updating regulations and procedures per the requirements of Annex 14, achieving results such as:

  • familiarize the iPack team with Annex 14, Doc 9981 PANSAerodromes and associated guidance material;
  • lead the iPack team in drafting, updating, reviewing, or implementing (as appropriatthe national regulations and procedures for an aerodrome certification programme and
  • provide support in editing documents pertaining to aerodrome certification.
Function 2 (incl. Expected result

Lead the Aerodrome Certification iPack team in conducting a gap analysis to identify current deficiencies, emerging issues and operational risks that may have resulted from deficiencies in the aerodrome certification programme, achieving results such as: 

  • assist the team in conducting a virtual assessment/review of the compliancerelated documents.
  • lead the iPack team in identifying organizational emerging issues; and
  • recommend methodologies and various actions to be taken to close gaps identified.
Function 3 (incl. Expected result

Coordinate, organize, manage, and report on the successful deployment of the Aerodrome Certification iPack, achieving results such as:

  • If necessary, provide advice to the State on the composition of the Aerodrome Certification iPack team;
  • evaluate the Gap Analysis report and prepare the iPack work plan accordingly, in coordination with the Regional Officers for the approval and signature by the Senior Manager of the organization responsible for the coordination of the aerodrome certification activities;
  • in addition to regular work sessions, upon request from the iPack team, prepare for and conduct meetings;
  • prepare the iPack Deployment Report on the objectives achieved, lessons learned, and additional deficiencies identified;
  • define followup actions required and suggested approaches to achieve iPack objectives;
  • coordinate with ACI regarding the establishment of timelines for training deliverables;
  • ensure factual observations are retained and recommendations reflect ACI and ICAO’s Standards and Recommended Practices and procedures in PANSAerodromes;
  • provide recommendations for the development of any additional technical assistance and cooperation projects to address any further needs of the State;
  • ensure that the iPack Deployment Report is properly edited and formatted;
  • Obtain the approval of the iPack Deployment Report from the ICAO Regional Officer(, ICAO HQ. and the iPack State Focal Point;
  • Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model;

Qualifications and Experience
Education

A firstlevel university degree, preferably in Civil/Airport Engineering or in a related technical discipline. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, or Civil Aviation Safety Inspector may be accepted in lieu of the firstlevel university degree.

Professional Experience

Essential

  • Considerable experience (ten years or morworking in the aerodrome safety and/or certification.
  • Understand and be familiar with ICAO’s provisions and documents related to aerodrome certification.
  • Understand and be familiar with the APEX methodology. Experience in managing content to be inserted into an Aerodrome Manual. Expertise in implementing or working within a SMS framework.
  • Good communicator (both written and spoken forma, possessing the qualities of a good mentor.
  • A minimum of 5 years experience working in a multicultural and multidisciplinary environment

Desirable

  • Exposure to recent ICAO initiatives to support effective implementation of aerodrome certification programmes, or experience as an ICAOapproved instructor or USOAP auditor.
  • Experience in developing and implementing programmes to enhance safety in civil aviation.
  • Experience in drafting procedures, manuals and/or regulations for aerodrome certification or Safety Management Systems
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
