JOB DESCRIPTION

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Support the planning and execution of effective technical assistance, achieving results such as:

  • Participate in the development of guidance material and support the delivery of training to a State or group of States to enable them to establish PHCs;
  • Assess the status of implementation of COVID19 public health mitigation measures in accordance with ICAO CART recommendations and the ICAO Manual on Testing and CrossBorder Risk Management Measures (Doc 10152;
  • Facilitate the conduct of a gap analysis between national provisions and associated CAPSCA guidance material in addressing the challenges of COVID19 in aviation; and
  • Identify focus areas pertaining to the specific requirements of the State necessary for the practical implementation of public health mitigation measures.
Function 2 (incl. Expected result

Ensure appropriate mechanisms and tools are in place to enable the establishment of a PHC, achieving results such as:

  • Identify and analyse data and information provided by national authorities to support the establishment of PHCs;
  • Develop a COVID19 aviation risk assessment framework that integrates with existing national frameworks;
  • Identify tools based on ICAO guidance material which can be used to implement a multilayer risk management strategy that is evidence and performancebased;
  • Apply decisionmaking tools to determine the risk of transporting potentially infectious passengers or importing/ translocating the virus between States; and
  • Use practical examples and cases taking into account various scenarios when identifying and applying the above tools.
Function 3 (incl. Expected result

Deliver effective remote technical assistance, achieving results such as:

  • Support the development of an action plan outlining activities, milestones, responsibilities and deliverables to establish PHCs between two or more States;
  • Deliver virtual training and/or workshops to develop the competencies (max. 3 hrs. eacrequired to support the implementation of PHCs;
  • Facilitate the coordination and collaboration between CAAs, Public Health Authorities, Customs and Immigration, other national departments and their respective stakeholders;
  • Support the sharing of public health risk mitigation measures and best practices with other states to encourage harmonisation of implementation of public health mitigation measures; and
  • Support the States to engage in bilateral or multilateral discussions with other states to establish PHCs between two or more States.
Function 4 (incl. Expected result

Prepare end of assignment report, achieving results such as:

  • Collate and prepare a consolidated report, describing the various elements of the multilayer risk management strategy;
  • Provide a status report on the level of implementation achieved, lessons learned and potential areas for improvement;
  • Define followup actions required and recommended approaches to achieve remaining objectives, pertaining to the implementation of an effective PHC;
  • Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State; and
  • Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack delivery model.

Qualifications and Experience
Education

A firstlevel university degree in medical sciences, public health, engineering or a related field. A technical qualification in public health, risk management or aviation may be accepted in lieu of a university degree.

Professional Experience

Essential

  • A minimum of ten years’ work experience   of  which a minimum of five years’ are work experience at a senior level in the field of civil aviation medicine, public health or international civil aviation in a national government and/or international organization and/or international aviation service provider;
  • Experience in international collaboration within public health, aviation or a multidisciplinary environment;
  • Familiar with recent ICAO CART and CAPSCA initiatives to implement public health measures in aviation;
  • Completion of ICAO CAPSCA webinar; and
  • Completion of ICAO PHC webinar.

Desirable

  • Completion of CAPSCA Technical Assistance Visit online training;
  • Completion of ICAO PHC online course;
  • Knowledge and experience in public health, related to preparedness planning and response to public health events that impact the aviation sector; or
  • Knowledge and experience in aviation risk management; or
  • Knowledge and experience in audit practices and procedures; and
  • Demonstrated ability to work effectively from home.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
