The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Support the planning and execution of effective technical assistance, achieving results such as:

  • Facilitate the conduct of a gap analysis between national provisions and the Standards and Recommended Practices (SARPcontained in Annex 6 — Operation of Aircraft, Annex 18 — The Safe Transport of Dangerous Goods by Air and Annex 19 – Safety Management that impact operations involving cargo, baggage and mail;
  • Prioritize focus areas to bridge any gaps;
  • Review and confirm objectives to be addressed during this specific assignment; and
  • Prepare a deployment work plan with specific deliverables and timelines for achieving the objectives.
Function 2 (incl. Expected result

Ensure the State’s resources support the management of safe operations involving cargo, baggage or mail, achieving results such as:

  • Develop a description of the cargo safety system summarizing the State’s processes, activities and interfaces (both internal and externa;
  • Identify human resources necessary to carry out responsibilities to support the cargo safety system, assess existing capacity and identify opportunities for expanding capacity; and
  • Identify technical guidance and tools necessary to carry out responsibilities to support the cargo safety system, assess existing capacity and identify opportunities for expanding capacity.
Function 3 (incl. Expected result

Ensure appropriate mechanisms and tools are in place to enable the effective safety risk management of operations involving cargo, baggage or mail, achieving results such as:

  • Ensure that necessary coordination and collaboration mechanisms are in place between the CAA and its interfaces;
  • Assess existing cargo safety data and cargo safety information collection, analysis, protection, sharing and exchange system and identify opportunities for improving effectiveness;
  • Identify tools to support the evaluation of the cargo safety component of an air operator certificate application including the operator’s policies and procedures for the transport of items in the cargo compartment;
  • Support the State in identifying the top safety risks associated operations involving cargo, baggage and mail;
  • Assess policies and procedures for evaluating applications for exemptions and approvals and identify tools to improve effectiveness;
  • Assess policies and procedures for establishing safety risk controls and resolution of safety issues and identify tools to improve effectiveness.
Function 4 (incl. Expected result

Ensure appropriate mechanisms and tools are in place to assure safety of operations involving cargo, baggage and mail, achieving results such as:

  • Assess processes and procedures for defining, planning and conducting continued surveillance activities and identify tools to improve effectiveness; and
  • Assess processes and procedures for monitoring safety performance.
Function 5 (incl. Expected result

Ensure appropriate mechanisms and tools are in place to promote safety of operations involving cargo, baggage or mail, achieving results such as:

  • Support the State in developing a mechanism to provide relevant safety information to its personnel; and
  • Support the State in developing a strategy for raising awareness of risks associated with the transport of cargo, baggage and mail throughout the supply chain.
Function 6 (incl. Expected result

Prepare end of assignment report, achieving results such as:

  • Provide a status report on the objectives achieved, lessons learned and additional deficiencies identified;
  • Define followup actions required and suggested approaches to achieve remaining objectives;
  • Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State; and
  • Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack delivery model.

Qualifications and Experience
Education

A first level university degree preferably in an aviation related discipline or other scientific or technical discipline. A technical qualification in aviation, such as a commercial pilot or ATC license, may be accepted in lieu of a university degree.

Professional Experience

Essential

  • A minimum of ten years’ work experience with implementation of elements of a State Safety Programme (SSfor a civil aviation authority or a regional safety oversight organization (RSO; and
  • Experience with safety oversight of aircraft operations, cargo safety and/or the safe transport of dangerous goods by air.

Desirable

  • A minimum of five years of experience at the international or regional level in the field of civil aviation working in a multicultural and multidisciplinary environment;
  • Experience in drafting procedures, manuals and/or regulations for a State Safety Programme;
  • Experience as an aviation safety inspector; and
  • Demonstrated ability to work effectively from home.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
