The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Support the planning and execution of effective technical assistance, such as identifying individuals’ or organization’s performance issues that can either partially or fully be resolved by training, achieving results such as:

  • Raise awareness of relevant ICAO documents and GAT Training Needs Analysis (TNtool with persons responsible for training.
  • Assist in the identification of a single and welldefined performance problem associated with a specific job.
  • Guide in the assembly of a TNA team that can support the TNA process.
  • Familiarize the TNA team with fivestep TNA process.
Function 2 (incl. Expected result

Identify the steps associated with a training needs analysis, achieving results such as:

  • Provide guidance in identifying the scope of the TNA.
  • Provide guidance for the establishment of committees with appropriate participation and support.
  • Suggest tools to support collaborative decisionmaking for internal and external entities such as surveys, websites, questionnaires, and polls.
Function 3 (incl. Expected result

Perform a training needs analysis, achieving results such as:

  • Assist the TNA team in the description of the performance problem(to investigate. If necessary, provide advice to dismiss any problem(that cannot be resolved through training and confirming that the remaining one(are relevant to TNA.
  • Provide guidance for the performance of the Job Task Analysis including the preparation of task lists and the desired performance.
  • Guide the TNA team in the conduct a data analysis by identifying and extracting relevant information from the data gathered.
  • Assist in the preparation of a report on the result of TNA including any deficient knowledge and skills.
  • Support TNA team in provision of training recommendations, budget and conclusion.
Function 4 (incl. Expected result

Prepare end of assignment report, achieving results such as:

  • Provide a status report on the objectives achieved, lessons learned and additional deficiencies identified.
  • Collate and prepare a consolidated data report, describing the various elements pertaining to the outcome of the TNA.
  • Define followup actions required and suggested approaches to achieve objectives, including but not limited to the implementation of instructional designbased methodology to develop a relevant course, aligned with relevant ICAO provisions.
  • Provide guidance in investigating whether an appropriate course that might resolve the performance problem already exists.
  • Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State and/or its service providers.
  • Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack delivery model.

Qualifications and Experience
Education

Essential

An advanced university degree (Master’s degree or equivalenin education, specializing in adult learning, training and human resources development, instructional design, educational technology or an aviationrelated technical discipline. A firstlevel university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Desirable

Instructor and/or course developer certification from a recognized professional association, organization or institution.

Professional Experience

Essential

  • Considerable experience (ten years or morworking in a civil aviationrelated environment.
  • Significant experience in the design and development of high quality classroom, blended and elearning curricula and training materials using a variety of learning methodologies, media and approaches.
  • Significant experience in applying models and methodologies used in the planning, development, delivery, evaluation and management of classroom and elearning training courses.
  • Proven experience in the management of training activities using webbased tools.
  • Proven instructional experience using modern instructional techniques, tools, or learning applications.
  • Proven project management experience using project management tools and methods

Desirable

  • Experience developing and implementing programmes to enhance safety in civil aviation.
  • Experience participating in aviationrelated subject matter expert groups.
  • Experience in the development of competencybased training courses for aviation professionals.
  • Experience in the delivery (as instructoof competencybased training courses.
  • Experience with an international aviation training organization.
