The Prosperity Vertical provides support to low- and middle-income countries to build the economic and institutional foundations for inclusive and sustainable growth and, thereby, make progress towards achieving the World Bank Group’s twin goals of reducing poverty and boosting shared prosperity. Country/Position Context
 
The Governance Specialist position is based in the Global Unit for Public Institutions (EGVPI) of the Governance and Institutions Global Practice. The GOV GP currently has three global units – EGVPA (focused on public administration and anti-corruption), EGVPF (focused on public financial management) and EVGPI – focused on public institutions, strategic governance developments and issues, and governance data.
 
EGVPI is responsible for providing intellectual leadership, global public goods, cross support and corporate leadership on a range of topics that support governments to strengthen public institutions, provide the environment for sustained and inclusive economic growth, and build trust. EGPVI topics include governance data, governance and political economy analytics, and co-leading governance and climate change together with EGVPF. 
 
Duties and Accountabilities
 
The Governance specialist will be responsible for the following:
 
• Collaborating on the development of global reports, bringing together lessons from experience, innovation, and analytic rigor;
• Helping to develop new indicators on governance and institutions to monitor country’s institutional capacity and reform process;
• Continuing to develop approaches to institutional and political economy analysis;
• As part of the EGVPI team, developing a network with academics focused on institutional development, governance analytics and data 
• Providing cross support to regional teams;
• Developing and delivering training events on public institutions and government analytics as well as on various topics linked to governance, public institutions, and governance data;
• Reviewing and providing succinct comments on CPFs, CCDRs, and corporate proposals, requiring a strong sense of key governance and institutional issues to raise in a strategic manner.

Selection Criteria

 

• Master’s or Ph.D. degree in Economics, Public Policy, Political Science or similar field, with at least 5 years of experience;
• Hands-on experience with reform processes, political economy analytics and change management at the country level and;
• Proven experience with climate change governance, understanding ‘governance in sectors’ and working across sectoral boundaries;
• Experience working with governance data;
• Strong track record of research and publications in the area of governance and institutions;
• Analytical and quantitative skills for policy, economic and financial analysis. Experience/knowledge of data analytical tools (e.g., Stata, python, R);
• Experience with mentoring junior staff and managing task teams in a collaborative way;
• Experience of designing and delivering training events for staff and for client counterparts;
• Strong integrative capacities: i.e., ability to situate public sector governance and Institutional strengthening activities within a coherent strategic framework and economic development narrative and to engage with other GPs constructively;
• Ability to juggle numerous competing demands and priorities, respond quickly to country and management requests, and set priorities for self and others;
• Excellent written and oral communication skills in English; ability to communicate in another main language (Spanish, French, Arabic) would be a plus.
