Contributing to the successful implementation of Phase 1 of the project through the completion of enumerated responsibilities and duties and the delivery of required outputs.

Duties and Responsibilities
This position, which is within the Collections and Analysis Section (CAS) of the IIIM, will report to the Legal Officer responsible for the Islamic State of Iraq and the Levant (ISIL) line of inquiry and involve close collaboration with members of the ISIL line of inquiry team, other staff in CAS and staff in the Information Systems Management Section, the Support and Sharing Section, and the Office of the Assistant Secretary General. The duties and responsibilities of the Consultant can be undertaken remotely. The successful candidate will need to draw on their expert knowledge of Salafi-Jihadist groups and their operations, ideology, structure and crimes within Syria, Iraq and neighboring countries to successfully execute responsibilities that form part of the consultancy. Specific responsibilities include: • Responsibility 1: Integrating IIIM’s thematic strategies on gender and children and youth into the project in close collaboration with staff on the ISIL line of inquiry team and IIIM’s Thematic Coordinator. • Responsibility 2: In close collaboration with staff on the ISIL line of inquiry team and the Thematic Coordinator, contributing to the enhancement of tools utilized to ensure implementation of the thematic strategies on gender and children and youth into the project. • Responsibility 3: Representing CAS and the ISIL line of inquiry team on the IIIM’s Gender and VSCA working group. • Responsibility 3: Collaborating closely with the P4 Analyst in CAS, other analysts on the ISIL line of inquiry team, and staff in ISMS to develop a bespoke technical platform to ensure optimal data evaluation for the project. • Responsibility 4: Providing specialist guidance to staff on the ISIL line of inquiry team on ISIL’s ideology, structure and operating context relevant to the project to facilitate conceptualization of the elements, parameters, and themes of the project, including through the preparation of memos and information reports to ensure the successful execution of phase 1 of the project. The consultancy will be carried out remotely with 3 trips to Geneva expected. Qualifications/special skills
Master/Advanced degree in political science, international relations, Middle Eastern studies or related subject matter is required. A minimum of seven years of research experience relating to politics and security in the Middle East, including in connection with Salafi-Jihadist groups is required. Proven experience and expertise in developing and undertaking complex academic and/or professional level research on politics/security in relation to the Middle East, including in relation to Syria is required. Demonstrated expertise and advanced knowledge of Salafi-Jihadist groups’ operations, strategies, and ideologies, including ISIL, is required. Proven experience developing strategies for the integration of gender analysis into complex research and analysis projects is required Proven experience analysing primary source Salafi-Jihadist materials including for interpretation of ideological import, organisational structures, and/or authenticity is required.
Languages
English and French are the working languages of the Secretariat. For this position fluency in English and Arabic is required.
