JOB DESCRIPTION

Result of Service
The Consultant in Monitoring and Evaluation of Public Policies will be responsible for providing technical support for structuring a system for monitoring and evaluating public policies of the Government of Alagoas. These activities are part of the consolidation of the Alagoas Public Policy Observatory, the SDG monitoring platform developed by the State Government and UN-Habitat. The State Secretariat for Planning, Management and Resources (Seplag), through the Superintendence of Planning and Public Policies, is developing a set of strategies to strengthen its operations, based on qualified data and information. These strategies include the formulation of systems, plans, manuals, processes and follow-up flows to monitor and evaluate state public policies. The Consultant should support the design of these strategies in the form of specialized technical mentoring, as well as providing training activities for state officials, with the aim of strengthening the state government’s institutional capacities to consolidate the Public Policy Observatory and a pilot agenda for evaluating state programmes. The Consultant shall be paid with a monthly allowance, upon presentation and approval by the Country Officer Coordinator for Brazil of monthly activities’ report, the last of which will be a final activity report, describing the activities carried out, the main lessons learnt and general recommendations for structuring the area of monitoring and evaluation of public policies in the Government of Alagoas, and its connection with the results and products of the UN-Habitat project in Alagoas.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN- Habitat is now setting up the third phase of the project named “Sustainable and inclusive urban prosperity in the State of Alagoas”. This third phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions. In this current phase (2024-2026), the project will produce, among its expected outputs, strategic guidelines to support the State Government in consolidating its state policies, with an emphasis on monitoring and evaluating public policies for sustainable urban development in Alagoas. To properly implement this project, a Monitoring and Evaluation of Public Policies Consultant is required to ensure good execution of the work program. Report to UN-Habitat Manager The Monitoring and Evaluation of Public Policies Consultant reports to the Country Officer Coordinator for Brazil, who will evaluate him/her. Outputs/Work Assignment The Public Policies Monitoring and Evaluation Consultant shall support and advise the implementation of projects according to the responsibilities indicated below. Responsibilities I. Drawing up a detailed work plan for the activities, including relevant concepts and approaches to the topic and a timetable; II. Carry out one face-to-face course on M&A for senior management and intermediate levels of the Government of Alagoas, as part of the UN-Habitat project’s training programme in Alagoas; III. Immersion workshops with the team from the Superintendence of Planning and Public Policies to align knowledge on M&E and support the structuring of the area, including its objectives, possibilities and limitations; IV. Carrying out a Needs Assessment with technical teams from state agencies and secretariats on existing knowledge and skills in the state structure for M&E of public policies; V. Mapping available data and carrying out an inventory of state policies, programmes and projects. VI. Technical support for drawing up the Action Plan for structuring Seplag’s M&E area, including alignment with the Public Policy Observatory of Alagoas, identification of potential strategic partnerships and a pilot agenda for evaluating state programmes by the end of 2026; VII. Technical revision of the preliminary version of the M&E Manual (preliminary version prepared by Seplag) and/or equivalent document prepared by Seplag; VIII. Technical revision of the final version of the M&E Manual based on the knowledge accumulated through the evaluation process and the lessons learnt, together with the Seplag team, in an interactive and collaborative approach; IX. Support for the design of an evaluation proposal for a state programme or project to be indicated by Seplag, as a form of experimentation and practical learning; X. Support for monitoring and analysing the evaluation process and the dissemination and use of the results; XI. Support for drawing up the first version of a Public Policy Evaluation Plan for the state, including an extended agenda for five years; XII. Other activities defined in the Work Plan and/or agreed with UN-Habitat and the Government of Alagoas, related to the scope of monitoring and evaluation of public policies and the contractual period, without compromising the technical quality of the activities; and XIII. Preparation of a Final Activities Report, including a detailed description of the activities carried out, the main lessons learnt and general recommendations for structuring the public policy monitoring and evaluation area of the Government of Alagoas, and its connection with the results and products of the UN-Habitat project’s in Alagoas. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special skills
Academic Qualifications: Required: ● Postgraduate Degree (Stricto Sensu) in public administration, political science, international relations, economics, social sciences, or related fields is required, or additional six (6) years of relevant experience to the post, beyond the requirement. Desired: ● Knowledge of national and international best practices in public policy monitoring and evaluation systems; and ● Experience in analysing public policies and developing intersectoral strategies to monitor and evaluate evidence-informed public programmes and projects will be a plus. Experience: ● A minimum of 8 (eight) years of professional experience in project management, public policies or monitoring and evaluation related areas is required. ● Previous experience within the UN System will be an asset. Skills: ● Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required; ● Good knowledge on project management methodologies is desirable. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. • The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content. Competencies Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the mainstreaming of vulnerability; willingness and ability to work in difficult environments.
Languages
● Fluency in Portuguese is required; ● English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.
Additional Information
Travel details The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration SB-5/2 (Part-time 83%): BRL 15.140,20 (monthly). Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
