From 1996 to 2023, Nepal experienced considerable improvements in maternal health and child survival, declining the Neonatal Mortality Rate (NMR) from 50 to 21 per 1000 live births and the Maternal Mortality Ratio (MMR) from 539 to 151 per 100,000 live births. Despite the progress, several systemic and programmatic problems exist, making it challenging to meet the SDG target of 70 per 100,000 live births for MMR and 12 per 1000 live births for NMR by 2030. Still significant percentage (70%) of mothers die due to preventable pregnancy and childbirth related obstetric complications. Department of Health Services (DoHS), Ministry of Health and Population (MoHP) developed SHP and SBA national strategy 2020-2025 to replace National strategy on Skilled Birth Attendant, 2006 with major recommendation in restructuring training package into modular package for different cadres according to the nature of their job description, academic qualification, and level of health intuitions they are stationed.
Purpose of the Assignment:
The proposed technical assistance will provide support to develop implementation guideline of Skill Health Personnel (SHP) and Skilled Birth Attendant (SBA) modular training package in Nepal.
Scope of Work:
The national strategy for SHP and SBA 2020-2025 outlines six modules for in-service training through re-structuring existing SBA training package. The Family Welfare Division (FWD) and National Health Training Centre (NHTC) have jointly developed the final draft of the modular training package for SHP and SBA training. The modular training package has incorporated recommendations from the Nepal Safe Motherhood and Newborn Health (SMNH) Road Map 2030, national strategy for SHP and SBA 2020-2025, and recent global/WHO recommendations/updates. To seamlessly implement the SBA/SHP modular training package, there is a need to develop an implementation guideline to guide the piloting and roll out of modular training package. UNICEF is looking for a consultant to develop detail guideline for the implementation of SHP and SBA modular training package in Nepal.

Duration of Contract: The consultant will be engaged for 30 working days within the period of 5 months. The assignment will be home-based.

Deliverables:

Task 4: Provide technical assistance to NHTC to facilitate orientation of SHP and SBA modular training package to trainer. (03 days)
Completion of orientation of SHP and SBA modular training package to trainer  31 March 2025

Academic Qualification:

  • Minimum bachelor’s degree in related field (public health, medicine, nursing). A master’s degree will be an added advantage.
  • Extensive knowledge on national reproductive maternal newborn child and adolescent health policy, strategy, program, and activities.

Work Experience:

  • Minimum 8 years professional experience in the health sector esp maternal, neonatal, child and adolescent health.
  • Prior work experience in developing/updating national Maternal Newborn Health guiding documents.
  • Strong professional record of building strong interpersonal skills, managing teams and creating an enabling work environment.
  • Demonstrated experience on evidence synthesis, presentation and report writing skills in English and Nepali.
  • Ability to facilitate and guide high level technical groups in a country.
  • Updated knowledge on MPDSR, IMNCI, QI, KMC, Care for small and sick newborn, PMTCT, SRHR, HP-MSS etc.
  • Good leadership, communication/coordination, and negotiation/advocacy skills.
  • Computer skills (word, power point, excel etc.)

Language Proficiency:

Fluency in English and Nepali is required.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
