Danish Refugee Council (DR is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scaleup in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine actiosectors, using direct interventions, support to duty bearers and civil society organizations (CSO, and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for an Economic Recovery Coordinator for its activities in Kyiv (with frequent travels to field location.

The overall purpose of the role:

The Economic Recovery Coordinator will lead the strategy and development of this portfolio, support its implementation through technical guidance, capacity building of staff and teams, and harmonization of tools and approaches across the country offices, and maintain uptodate knowledge of Economic Recovery data and information to support displaced and affected populations.

The overall objective of the Economic Recovery sector is to build the individual selfreliance and resilience of conflictand displacementaffected people. The sector aims at addressing immediate unmet needs through direct assistance, while supporting people of concern as they strive to recover or develop new means to generate an income. We adopt a holistic, integrated and contextually adapted approach to support such efforts throughout the displacement cycle, with a specific focus on achieving food security, restoring decent and sustainable livelihoods, and improving financial inclusion.

Your main responsibilities will be:

Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues related to Economic Recovery
  • Represent DRC at relevant coordination meetings (FSL Cluster, technical working groups, etc.)
  • Ensure integration of Economic Recovery activities with other DRC sectors
  • Coordinate with sector counterparts in other locations in the implementation of common funded projects
  • Ensure good representation and reputation of sector at all levels
  • Actively participate in internal coordination meetings
  • Ensure and actively participate in regular sector meetings
  • In close cooperation with the Head of Programmes and Country Director, identify and lead in advocacy messages and/or action points at the national level through the analysis of input from DRC field operations and other primary sources regarding the situation of the displaced in Ukraine.

Sector strategy and technical oversight

  • Lead in the design and delivery of the DRC Ukraine’s Economic Recovery vision and accompanying strategy which guides programmatic design
  • Lead in the design and quality of DRC Ukraine’s Economic Recovery programming and provide guidance/support to produce timely Economic Recovery deliverables
  • Lead in the design and implementation in relevant tools, assessments, SOPs, guidelines, etc. that support the implementation if high quality and evidencebased economic recovery programming
  • Support effective implementation of Economic Recovery programme
  • Ensure harmonization of Economic Recovery tools and approaches across offices
  • Support the use of market assessment and analysis and the uptake of market systems approaches to achieve Economic Recovery outcomes
  • Provide oversight of technical aspects of Economic Recovery staff’s work and identify training needs
  • Support the development of in country Economic Recovery expertise in each sector as well as supporting the agenda for capacity building of national staff.
  • In collaboration with Area/Base Managers, support with recruitment of Economic Recovery staff.
  • Provide regular support to program teams for project implementation, supporting in addressing challenges and issues and ensuring high and standardized levels of quality across areas and projects

  • Identify Economic Recovery gaps and opportunities for DRC Economic Recovery interventions.
  • Participate in marketbased Economic Recovery assessments as needed.
  • Assist in developing project plans and budgets for funding, Support on proposals and reports in area of Economic Recovery
  • In coordination with DRC’s grants department, support in the development/review of high quality proposals and reports
  • Lead in developing the projects’ Monitoring & Evaluation tools in coordination with the MEAL department
  • Support fundraising with donors in area of Economic Recovery; identify opportunities for new and alternative funding streams (inclusive of marketbased solution

About you

To be successful in this role we expect you to have at least 35 years of practical experience in Economic Recovery (Food Security, Financial Inclusion, Decent Livelihood, working for an INGO. Moreover, we also expect the following:

  • University degree in relevant field; master’s degree preferred
  • Strong command of market systems approaches
  • Demonstrated experience in both development and crisis settings. Previous experience in postsoviet countries and/or middleincome countries is an asset.
  • Documented skills in project planning and design, drafting, calculation and technical writing
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience in project development
  • Experience working with national partners, local/government authorities, and UN organizations
  • Full professional proficiency in English, fluency in Ukrainian is a distinct advantage
