The purpose of the consultancy is to develop a Results Framework (streamlining and rationalization of resultsbased management processes, monitoring, performance assessment, evaluation, and accountabilitand a baseline report to accompany the WHOMinistry of Health (MoViet Nam Health Technical Assistance Project (Project Documenfor the period 2024The consultancy will also include developing skills and capacity building package and modules in monitoring, evaluation and measuring impact for WHO Viet Nam staff and potentially MoH counterparts.
WHO and the MoH in Viet Nam have been collaborating for decades, working to improve public health outcomes and strengthen the country’s health system. Operationally, the collaboration is conducted through a jointly agreed Project Document (Pwhich details the strategic priorities of the collaboration and outlines the activities to be carried out. The current PD has a fouryear time frame from 2024 to 2027 and ensures a level of predictability of WHO’s support as well as the resources required to provide that support.
A key change in the new PD is the strong emphasis on delivering measurable impact at country level, in direct alignment with the global WHO strategic shift towards deepening accountability of both WHO and Member States for delivering results and impact. This was emphasized in WHO’s Thirteenth General Programme of Work 20192024 (GPW13) and is further engrained in the new Fourteenth General Programme of Work 20252028 (GPW14).
In relation to the GPW14, WHO Viet Nam and the MoH have also undergone a strategic process of identifying the priority outcomes and outputs it will contribute to through the implementation of the PD, thereby aligning further and streamlining allocation of resources and delivery.
Having developed the PD in very close collaboration with the MoH, it is critical to include a wellthoughtout Results Framework, with the purpose of ensuring a rigorous, continuous, datainformed approach to monitoring, measuring and evaluation of joint activities, and to link these to defined, measurable outcomes and impact. The Results Framework will allow WHO and the MoH to develop a baseline report with the current status against the agreed indicators and targets, work towards set milestones during the PD period, and have a clear articulation of the outcomes and impact expected across the PD strategic priorities and for health and wellbeing overall. The Results Framework will also directly align with the GPW14 results framework and the healthrelated Sustainable Development Goals (SDG.
Under the overall supervision of the WHO Representative and in close collaboration with the Programme Management Officer, the consultant will be expected to fulfill TORs mentioned in the contract as exemplified below, and submit specified deliverables related to supporting countries in the following areas, such as:
Output 1: Develop a Results Framework for the WHO‐MoH PD; develop relevant skills and capacity building plan, package, modules and workshops for WHO staff (and relevant MoH counterparts when require. (NovDec 2024)

Deliverable 2: A slide presentation summarizing the Results Framework
Deliverable 3: Skills building plan and sessions organized for WHO staff (1 – 3 workshops – to be spread across the duration of the contract perio.
Output 2: Engage with WHO colleagues and counterparts at the MoH to review and agree on the Results Framework for the WHO‐MoH PD, useful templates and/or guidelines, and develop baseline report based on the Results Framework that can be used as a basis for measuring progress over the life of the PD. Essential: Master’s degree in public health, epidemiology, economics, international development, public or business administration or related field. Certified training in resultsbased management and/ or project management.
Desirable: Additional training or certification in the above and/or related areas for Band B and C levels
Essential: At least 10 years of relevant experience in the design of results frameworks/tools for public health programme monitoring and evaluation, with some experience in complex country contexts. Relevant experience in an international work environment is mandatory.
Desirable:
Experience in the relevant field mentioned in the description and deliverables of this position.
Experience with WHO or other international agencies in results framework development, monitoring, and evaluation.
Some prior working experience in public health at country level, with WHO/United Nations, health cluster partners, recognized humanitarian organizations, international development partners (including bilateral donoror with an international nongovernmental organization.
Some of the above listed experience to have been obtained in an international context.
Experience in providing trainings and conducting workshops in relevant field – individually or as institutional arrangements
Expert knowledge of English with excellent written and verbal communication is essential.
Expert knowledge of regional language(would be an asset.

While the consultant can work remotely for certain periods of time to perform the tasks, the consultant will be required to have regular interaction with the WHO Viet Nam country office to fulfil the abovementioned deliverables.
