Le Consultant international data manager sera en appui au programme de vaccination de Madagascar afin de renforcer le système d’information sanitaire du pays.
Madagascar a connu ces trois dernières années un recul important de la situation de la vaccination de sa population. La dernière situation de la couverture en Penta3 en décembre 2022 était de l’ordre de 57% selon le WUENIC contre 78% pour les données administratives. Il en est aussi pour le cas de la vaccination contre la covid19 où la couverture vaccinale restait inférieure à 10%.
D’autres parts malgré les efforts du ministère de la Santé en matière d’harmonisation, de coordination et d’intégration à travers le Plan Stratégique de Renforcement du Système d’Information Sanitaire, le système rencontre encore des difficultés pour produire des données de qualité (faible complétude, promptitude, fiabilité et validité des donnéenécessaires à la prise de décision (planification, gestion et réponse aux urgences, etc.).
C’est dans ce contexte que dans le financement de GAVI (RSS3 et le CDS3) en appui au programme de vaccination de Madagascar, le bureau de l’OMS Madagascar procède au recrutement d’un consultant international data manager pour renforcer le système d’information sanitaire du pays.
Le consultant sera basé au Bureau Pays OMS et travaillera sous la direction générale du Représentant de l’OMS et collaborera avec des chefs de programmes et autres gestionnaires de données.
Le data manager sera chargé d’appuyer les activités ciaprès :
Essentiel :
Avoir minimum une licence en informatique, statistique ou épidémiologie ou santé publique
Avoir au moins 5 années dans la gestion des données de santé
Avoir une expérience dans la gestion des données de surveillance des MEV et Vaccination
Avoir une experience dans l’utilisation du DHIS2
Avoir une experience dans la géolocailisation
Avoir Une expérience minimale de trois ans dans l’analyse des données au sein des institutions gouvernementales et/ou organisations internationales.
Traitement et analyse des données statistiques : Epi Info, R, Python, SQL and Stata
Visualisation et cartographie des données : QGIS, ArcGIS, Power BI et Tableau
Pack Microsoft office: Word, Excel and PowerPoint

A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
