EpiC Tajikistan Global Health Security (GHProgram Officer

We are currently seeking qualified candidates for the position of EpiC/GHS Program Officer in support of the GHS project in Tajikistan. The position will be based in Dushanbe, Tajikistan.

EpiC Central Asia Project Description:

EpiC is an eightyear global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAand the U.S. Agency for International Development (USAI. EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (Tand direct service delivery (DSto break through barriers to 959595 and promote selfreliant management of national HIV programs by improving HIV casefinding, prevention, and treatment programming. After the onset of the COVID19 pandemic, EpiC was also modified to start implementing COVID19 response activities.

In 2023, EpiC expanded its portfolio to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with the global health security priorities, National Action Plans for Health Security (NAPH, and USAID goals.

Job description:

The Program Officer will provide coordination support for program implementation of the EpiC/GHS project. Reporting to EpiC Tajikistan GHS Program Manager, they will provide management and quality assurance support to the project and ensure successful implementation of the work plan and achievement of the project’s targets and goals within budget. They will support the development of deliverables and reports for the program and ensure timely, quality submissions. Working with the projects’ technical teams, finance and operations department, and strategic information department, the Program Officer will provide management support and guidance and work closely both with FHI 360 Tajikistan and HQ project leadership to ensure timely results against project targets. The position is open to Tajik residents or residents with legal authorization already living in Tajikistan.

Position Responsibilities

  • Support the development of project workplans, ensures smooth program implementation, tracks performance against project timelines, budget, objectives, and deliverables;
  • Supports EpiC Tajikistan Program manager to ensure collaboration and coordination with the Ministry of Health, donors and other key country stakeholders;
  • Monitors and addresses programmatic issues in a timely manner, and keeps senior project management apprised of activity progress;
  • Coordinates all training activities under GHS to ensure that all training program needs and requirements are fully addressed.
  • Coordinates with the Program and Finance teams to ensure high quality development and management of program subawards (subcontracts, purchase orders, consultant agreements, etc.) in a timely manner;
  • Coordinates the planning of technical assistance for target facilities, sites and government entities, as needed;
  • Provides support to technical specialists to supervises a team of technical consultants and provides capacity building support on technical issues and other FHI 360 processes and procedures, as needed;
  • Works closely with the project leadership, technical specialists and the Finance team to track performance against budget, project timelines, objectives, and deliverables;
  • Assists with the preparation of project deliverables and documents program activities and deliverables for assigned portfolio or country programs;
  • Coordinates the response to programmatic, financial, administrative, and logistics needs, and requirements generated from project leadership and the donor;
  • Provides inputs to the development of guidance, tools and materials related to GHS activities;
  • Contributes to the preparation, review/approvals process, and submission of materials on behalf of EpiC/GHS projects;
  • Represents EpiC/GHS in professional and public settings, and makes presentations at professional meetings and fora;
  • Performs other duties as assigned.

Qualifications

  • Bachelor’s degree in management, international development, public health policy, or a related field;
  • A minimum of five to seven years of experience in program coordination and management for multiyear international health development projects;
  • Experience working with the Ministry of Health required;
  • Experience working on donorfunded health projects;
  • Demonstrated experience working independently with initiative to manage high volume workflow, being responsive to partners and donors, and troubleshooting issues;
  • Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs;
  • Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders;
  • Ability to work well with others and to develop and promote positive interactions among project partners, staff, subpartners, consultants, and recipients of assistance;
  • Russian, Tajik and English language fluency required.

Travel Requirements:

  • 30%, mostly within Tajikistan
