JOB DESCRIPTION

Organizational Setting
Infrastructure Services (CSLwithin the Logistics Services Division (CSis responsible for the maintenance of the headquarters premises and for providing services to FAO employees. CSLI also assists FAO Decentralized Offices in facilities maintenance, technical projects, infrastructure activities and technically innovative systems to reduce their carbon footprint. CSLI also coordinates the special safety projects funded by the Government of Italy, which involves upgrading the headquarters buildings to the current safety norms. In addition, CSLI drives the implementation of the Corporate Environmental Responsibility Strategy within headquarters and Decentralized Offices.

The post is located in the Corporate Logistics and Operational Support Team of the Infrastructure Services (CSLin the Logistics Services Division (CSat FAO headquarters, Rome, Italy.

Reporting Lines
The Facilities Management Officer reports to the Senior Facilities Management Officer/Head of CSLI.

Technical Focus
• Manage large renovation works.
• Manage facilities and infrastructural programmes.
• Liaise with Italian authorities for major maintenance works to be executed by the Ministry of Infrastructure.
• Liaise with Italian authorities for the approval process of major renovation works.
• Provide technical support for specific field projects.

Key Results
Plan and coordinate programmes/projects for the administration of physical operations and contribute to the safety of the Organization’s staff and premises.

Key Functions
• Analyse and advise on the planning, design, construction and maintenance of major systems and facilities, as well as other engineering activities.
• Evaluate, review and revise project documents, ensuring design specifications in project proposals are accurate, sound, feasible and costeffective.
• Recommend solutions to complex and unusual engineering problems including structural problems of the buildings.
• Conduct technical studies on engineering topics, developing guidelines for the planning and maintenance of programmes and facilities.
• Stay current with significant trends and improvements in methods and equipment through relevant engineering literature.
• Lead teams in studying critical problems related to the design or construction of systems and facilities, making recommendations for resolving specialized issues.
• Coordinate and ensure initiatives under the Organization’s work on Corporate Environmental Responsibility, to reduce emissions, increase efficiency and integrate sustainability into the Organization’s daily operations.
• Participate in planning missions, serving as technical adviser to committees or at international meetings.
• Collect and analyse data to identify trends or patterns, providing insights through graphs, charts, tables and reports. Utilize data visualization methods to support datadriven planning, decisionmaking, presentations and reporting.
• Perform other related duties as required.

Specific Functions
• Coordinate and supervise the maintenance of FAO headquarters’ facilities, including both civil and technical infrastructures performed by CSLI staff and external contractors.
• Manage the planning and implementation of major maintenance works to be performed by FAO staff and contractors and/or by the Italian authorities(owners of the FAO headquarters’ premise.
• Prepare the design and cost estimates of infrastructural projects to maintain and increase the efficiency of FAO facilities and monitor the execution of works.
• Certify quality and quantity of all construction materials received relative to the maintenance areas and projects of responsibility.
• Prepare tender specifications for technical systems, maintenance and services relative to the areas and projects of responsibility and monitor contractors’ performance.
• Develop and implement a BIM (Building Information Modelinsystem with the entire design team.
• Advise the Senior Facilities Management Officer in the preparation of the biennial spending programme.
• Plan and monitor the selection and evaluation of candidates of supervised posts.
• Research and study application of new systems and technologies and develop actions with FAO staff and/or contractors in order to achieve cost savings and reduce the carbon footprint of FAO’s internal operations.
• Act as contract manager for some of the concessionaire contracts.
• Act as OfficerinCharge to handle daytoday matters in the absence of the Senior Facilities Management Officer/Head of CSLI.
• Perform other related duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in civil engineering, architecture or related fields.
• Seven years of work experience in facilities management, including maintenance contracts.
• Working knowledge (proficientlevel of English and limited knowledge (intermediatelevel of another FAO official language (Arabic, Chinese, French, Russian or Spanis.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions, is desirable.
• Length and relevance of experience in facilities management, maintenance and technical systems for very large office premises, particularly in Italy.
• Length and relevance of experience in managing complex structural issues of large buildings.
• Relevance of experience with the European facilities management environment, including knowledge of relevant laws also in the field of Work Safety and Security.
• Relevance of experience with procurement of outsourced facilities management services.
• Extent and relevance of experience in reading architectural layouts, interior design and maintenance related issues in large office buildings.
• Knowledge of the UN system rules, policies and practices related to procurement of outsourced facilities management is considered an asset.
• Working knowledge (proficientlevel of Italian is considered a strong asset.
