The displacement context in Chad is complex and multifaceted, shaped by both internal and external factors. The country hosts a significant number of refugees and internally displaced persons (IDPprimarily due to conflicts and instability in neighboring countries, including Sudan, the Central African Republic (CA, and Nigeria.

Situation in the East is quite alarming. Since April 15, 2023, Sudan has been engulfed in a violent armed conflict between the regular army and the Rapid Support Forces (RS, resulting in significant consequences for both Sudan and neighbouring nations.  According to the IOM DTM , nearly 700,000 people have crossed into Chad since the onset of the crisis in Sudan. IOM estimates that more than 164,422 among them are Chadian returnees and expects this number to rise to 204,000 by the end of August 2024, due to ongoing conflict in Darfur and the current suspension of the humanitarian corridor between Adré and Darfur.

554 274 Sudanese refugees (53% women and 47% mehave been hosted in the east region of Chad according to UNHCR recent record on 16th Feb According to National Commission CNARR and IOM, 101,347 have been registered since April 2023 (IOM, DTM, 15th March 2024). Same source reflects that 67% of returnees are children under 18, 53% are women &1,900 are pregnant women.

In recent years, Chad has faced its own internal conflicts, particularly in the Lake Chad region which has experienced widespread displacement. This conflict, coupled with intercommunal violence and resource scarcity, has forced many Chadians to flee their homes.

The government of Chad, along with humanitarian organizations, has been working to provide assistance and protection to displaced populations. However, challenges such as limited resources, security concerns, and access constraints hinder the delivery of aid and exacerbate the humanitarian situation. Furthermore, the ongoing COVID19 pandemic has added another layer of complexity to the displacement context, impacting both the displaced populations and the humanitarian response efforts.

Youth in particular face numerous challenges that impact their wellbeing, opportunities, and future prospects. Conflict, insecurity, and economic instability have driven many young people from their homes. These youth often experience disruptions to their education, limited access to healthcare, and a lack of economic opportunities. Forced displacement exacerbates existing vulnerabilities among young people, exposing them to risks such as exploitation, recruitment by armed groups, and genderbased violence. Many displaced youth also struggle with psychological trauma and social isolation, further hindering their ability to thrive and contribute positively to their communities.

In addition, the arrival of the rainy season is likely to seriously affect access to many localities in the east. The waters of temporary rivers (ouadiare overflowing, causing major obstacles to the movement of humanitarian workers in the field.

UNDP is supporting the government’s efforts for a structured response to the needs of host communities in the east. The Emergency Support and Assistance for Stabilization and Recovery of Sudanese Refugees and Host Communities in Chad (PASRRC : Projet d’Urgence et d’Appui à la Stabilisation et au Relèvement des Réfugiés Soudanais et des Communautés Hôtes au Tchad), one of the instruments of this response, is UNDP’s initiative supported by the African Development Bank that will focus on access to basic social services, strengthen local authorities capacities, address climate change consequences and increase the incomes and sustainable socioeconomic resilience of refugees and host populations in the eastern provinces of Chad and strengthen social cohesion.

UNDP also intends to support the government’s efforts towards the integration of a humanitarian, development and peace (HDapproach in the three provinces Wadi Fira, Sila and Ouaddai.

Within the CB, support to country operations is coordinated by the Country Support Management Team (CSM, working closely with other teams within the GPN. The overall goal of the CSMT is to ensure strong, coherent and coordinated support to country offices (CO, as it relates to crisis and fragility, within the full spectrum of the GPN’s service offer. The CSMT steers the effective interaction of GPN Teams, Regional Bureau/Regional Hub and CO counterparts for integrated country support. It ensures that UNDP corporate support is provided before, during and after crises. It also supports and coordinates the GPN crisis response capacity and takes the lead in a UNDPwide approach to strengthen UNDP capacity in preventing, preparing for, responding to and recovering from crisis.

Position Purpose 

Under the guidance of the Resident Representative and in close collaboration with the DRR, the Recovery Advisor acts as a senior advisor to CO Management on all aspects of recovery. The Recovery Advisor leads UNDP’s involvement in the preparation and coordination of the UN Recovery Strategy and subsequent programmes. S/he also leads the development of and manages the PASRRC.

The Recovery Advisor heads and supervises the PASRRC team and works in close collaboration with Government officials, other UN Agencies, UNDP HQ, technical advisors and experts, multilateral and bilateral donors and civil society to strategically position UNDP in the early recovery and to implement UNDP’s Recovery programme in the East.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across  interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions,  teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities
  1. Provide strategic direction of UNDP Recovery Programme

As a senior member of the CO management team, ensures sound strategic direction of UNDP Recovery programme focusing on the following:

  • Thorough analysis of the political, social and economic situation in the immediate response context, including a gender analysis and provision of strategic advice to CO Management
  • Identification of strategic opportunities and potential recovery programme areas of cooperation, including opportunities for joint programming with UN agencies and other development partners (IFIs, INGOs etc.).
  • Leads the development of UNDP’s Recovery Programme in collaboration with the main partners and other UN Agencies.
  • Ensures alignment and coordination of recovery programme with other programme activities of the CO as well as those of UN Agencies and capitalizes on synergies where possible.
  • Ensures mainstreaming of crosscutting UN/UNDP priorities in recovery programmes, in particular environment, gender, human rights and disaster risk reduction.
  • Ensure that women’s needs and priorities are integrated into the recovery assessment, strategies and results with attendant financial and human resources that can be tracked, monitored and reported upon.
  • In conflict/post conflict situations: Ensuring that conflict prevention and peace building is mainstreamed into the UNDP Country Programme, Recovery Strategy, Transitional Matrix and/or other relevant programming frameworks. Adopt the DO NO HARM principle in all interventions undertaken in the framework of the project.
  • Ensure that UNDP’s intervention is focused on areas where it is deemed global colead in the UN system as per the UN SecretaryGeneral’s Seven Point Action Plan on genderresponsive planning results matrix and the UNDP Strategic Plan.
  • Facilitate genderresponsive financial allocation of at least 15 per cent to GEWE and use the Gender Marker system to plan, monitor and report on this.
  • Leads the development of relevant strategies to ensure the effective programmatic and operational interface and complementarities between humanitarian, transitional and recovery interventions of the UN system, and where necessary, the development or exit and handover strategies as part of the UN cluster approach on Internally Displaced People.

       Management of the Recovery Programme portfolio and supervision of the Recovery Programme teamCompetencies

Ensures effective management of the Recovery Programme portfolio and supervision of the Recovery Programme team focusing on quality control programming from formulation to implementation achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSand monitoring achievement of results.
  • Design and formulation of Recovery Programme, translating UNDP priorities into local interventions. Coordination of programme implementation with the executing agencies.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the Recovery Programme, tracking use of financial resources in accordance with UNDP rules and regulations. Performs the function of Manager Level 1 (or 2 – depending on needin Quantum for project transactions approval.
  • Effective monitoring and evaluation, continuous analysis of the programme environment and timely readjustment of programmes.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Donor reports are prepared and submitted within deadlines.
  • Organization of costrecovery system for the services provided by the CO to projects in close collaboration with Operations Manager.
Strategic partnerships and resource mobilization for the Recovery Programme in cooperation with the Management Support and Business Development
Team

Establishes and maintains strategic partnerships and resource mobilization for the Recovery Programme in cooperation with the Management Support and Business Development Team  focusing on achievement of the following results:

  • Development and implementation of partnerships and resources mobilization strategies to achieve recovery programme outcomes.
  • Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bilateral and multilateral donors, private sector, civil society, women’s civil society groups and national women’s machineries, etc.
  • Determination of programmatic areas of cooperation, based on strategic goals of UNDP, the country’s recovery needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for costsharing.
      Top quality and strategic advisory services, capacity building and facilitation of knowledge sharing

Ensures provision of top quality and strategic advisory services, capacity building and results facilitation of knowledge sharing focusing on achievement of the following:

  • Advocacy for and strengthening of national and local capacity for planning and coordination of the recovery effort.
  • Provision of topquality policy and strategic advice to Government on development and implementation of recovery policies and strategies.
  • Identification, sharing and application of international best practices and lessons on recovery related issues relevant to the country’s recovery needs and goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Promotion of the nexus approach by building bridge between the interventions in the humanitarian, development and peace sectors.
  • Capacity building for country office staff (programme and operation.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of  the Office and the Organization.
Supervisory/Managerial Responsibilities: The Recovery Advisor heads and supervises the Project Management Team.
Required Skills and Experience
Education:
  • Advanced university degree (master’s degree or equivalenin Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required, OR
  • A firstlevel university degree (bachelor’s degrein the areas stated above,  in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum of 10 years (with master’s degreor 12 years (with bachelor’s degreof relevant experience at the national or international level in field experience, a significant part of which would be from countries in special development situations is required.
  • Extensive experience at the national or international level in providing management advisory services, handson experience in design, monitoring and evaluation of development, recovery and conflict prevention/peace building strategies programmes and projects and establishing interrelationships among international organizations and national governments is required.
  • In conflict/post conflict situations: Experience with conflict prevention, peace building, reintegration, and conflict sensitive development is desired.
  • Experience in resource mobilization (JSB, AFBD, other donor and partnerships is desired.
  • Experience working on gender equality in a fragile setting is desirable.
  • Experience in the usage of computers and office software packages, experience in handling of webbased management systems is required.
  • Knowledge and experience from disaster response operations, including missions in support of recovery planning in at least two different regions is desirable.
  • Experience in leading and supervising a team is desired.
  • Experience in facilitation, consensusbuilding, dialogue processes, mediation, dispute resolution, social cohesion, and relevant conflict prevention and peacebuilding intervention areas highly desirable.
Language:
  • Fluency in French and English is required for this position.
  • Working knowledge of another UN language is desired.
