Baseline Survey: Delivering Social Assistance in Fragile and Conflict Setting: Does the method of delivery matter?

 

Request for Proposal (RFand Terms of References (TOfor Survey Companies

 

Objectives

The International Food Policy Research Institute (IFPRand World Food Programme (WFare jointly planning a project titled: “Delivering Social Assistance in Fragile and Conflict Setting: Does the method of delivery matter”. The project involves a Randomized Control Trial (RCto compare the effectiveness of alternative modality and delivery of social assistance in Sudan amidst the ongoing conflict. The purpose of this evaluation is to measure the impact of transfer modalities on beneficiaries’ welfare outcomes.

i. Type of the survey – Baseline Survey. The survey firm who successfully conducted the baseline survey may be encouraged to do the Midline and Endline surveys.

ii. Survey coverage – geographic: The survey will cover four states, including Khartoum, White Nile, Northern and River Nile States. We expect possible changes in state selection depending on WFP implementation plan.

iii. Survey coverage – economic: The Survey is expected to households and IDPs in conflict and nonconflict regions in Sudan and receiving WFP assistance.

iv. Survey elements: The survey consists of core household survey which includes various modules on livelihood and aid and transfers to communities. The household survey is expected to take about 45 minutes if conducted through ComputerAssisted Personal Interviews (CAPand 25 minutes if conducted through ComputerAssisted Telephone Interviews (CAT.

v. Sample size: The tentative survey design specifies that a sample of about 2500 households across all selected states.

vi. Survey data collection method: The survey will collect data using ComputerAssisted Personal Interviews (CAPor ComputerAssisted Telephone Interviews (CAT.

 

IFPRI would like to contract a survey company that will coordinate and implement the RCT Baseline Survey 2023, in close coordination with WFP Sudan Country Office, as per the description and timeline below

Overall Approach

The Company will review the description of the survey and develop an implementation plan for the field work and identify the required personnel (CAPI/CATI experts, field supervisors, enumerators, and other field and office staf. In conjunction with IFPRI, the Company will develop a survey guideline document that describes the following:

i. Organization of field operations;

ii. Protocols for conducting a field test of the questionnaires, revisions of the questionnaires, translation into Arabic;

iii. Procedures for complete listing of EA households, selecting sample households, contacting selected households, conducting interviews, and recording answers;

iv. Procedures of establishing id code numbers for households;

v. Procedures for implementing the surveys and monitoring survey implementation.

vi. Protocol and procedures for ensuring quality and monitoring of data collection

 

Specific Tasks

i. Contribute to finalizing sample design up to and including EA selection;

ii. Review survey design, survey instruments (including household and community questionnaire, and all relevant protocols;

iii. Translate survey questionnaires into Arabic and prepare corresponding survey manuals in Arabic;

iv. Migrate the household and community questionnaires onto CATI;

v. Print survey documents for training of field staff including survey supervisors and enumerators;

vi. Training of field staff including survey supervisors and enumerators with support from IFPRI and WFP;

vii. Program survey instrument into a CAPI or CATI software.

viii. Conduct the survey enumeration including household complete listing, household sample selection, and data collection and quality assurance as per the design provided by IFPRI;

ix. Design data cleaning protocols and implement those endorsed by IFPRI at fieldlevel in parallel with the data collection;

x. Design and implement data retrieval protocols for transferring data to from the field to its head office and IFPRISudan in parallel with the data collection;

xi. Handover the complete dataset both in the data collection program format as well as in Stata format.

PROPOSAL

With this announcement, interested companies are requested to submit a technical and financial proposal to be considered by IFPRI. Proposals should be submitted by October 10, 2024, virtually at the following address: IFPRISudan@cgiar.org

 

SELECTION CRITERIA

Survey companies responding to this RFP are expected to be capable of conducting large household and community surveys using CAPI and CATI. Thus, both the technical proposal and the financial proposal will be considered as criteria for selecting the successful company. Applying companies are strongly advised to take both seriously when submitting their proposal.We seek survey firms to submit financial proposal for a CAPI and CATI scenarios.
