The Ukraine CO Procurement Team is seeking an experienced Procurement Officer to manage highvalue and complex procurement of goods and services, support training of WFP staff to take a strategic and proactive approach to the procurement of nonfood commodities and services and actively participate in the InterAgency Procurement Working Group.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Contribute towards the development of procurement plans and processes ensuring compliance with wider procurement policies and WFP standards.
- Support or manage procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contract, following standard processes to contributing to successful procurement of food and nonfood commodities or services.
- Track and analyze data to provide recommendations for process improvement.
- Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
- Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
- Work in close collaboration with internal counterparts and external partners including suppliers, superintendents, companies, etc to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
- Support training of WFP staff to take a strategic and proactive approach to the procurement of food and nonfood commodities and services, for example designing and reviewing training materials.
- Guide more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed goods and services to affected areas at the onset of the crisis.
- Participate and actively contribute to UN InterAgency Procurement Working Group

DELIVERABLES:
- Timely prepare and approve of annual procurement plans; Periodic review and report on variations; Update the operational procurement plan with actual deliveries and pending cases,
- Deliver efficient and effective procurement process;
- Ensure all records and documentation of the procurement actions are timely and duly updated in the system for audit queries and other operation needs,
- Prepares and circulate periodic reports on the procurement related activities,
- Deliver procurement training to newly recruited staff or other staff in the office (PCC members, technical & evaluation panel members, procurement focal persons in other requesting unit,
- Review the risk inventory and prepares analysis of risk mitigation plan,
- Draft analysis of risk and management,
- Demonstrate right understanding and successful implementation of core organizational and functional capabilities.
QUALIFICATIONS & EXPERIENCE REQUIRED:
EDUCATION: Advanced University degree in Economics, Commerce, Business Administration, Legal, Accounting or other relevant field, or First university degree with an additional years of related work experience and/or training/ courses
EXPERIENCE:
- At least 3 years of postgraduate professional experience in procurement operations
- Experience with procurement activities (purchasing, market intelligence, coordination with suppliers etc.).
- Experience conducting cost analysis.
- Demonstrated experience coordinating procurement processes with other functions/teams
KNOWLEDGE & SKLLS:
- Good knowledge of local and international procurement practice with hands on experience in procuring goods and services
- Understanding of supply chain concept and role of the procurement in the process
- Ability to compile market surveys, basic feasibility studies or concept notes.
- Capable of integrating WFP procurement capacity into the capacity enhancement of the local market and the promotion of program innovations
LANGUAGES: Fluency (level in English and Ukrainian languages.
