This post is located in the Office of the High Commissioner for Human Rights (OHCHpresence in Maputo, Mozambique. The incumbent reports to the Head of Office or designee.
Responsibilities
Within delegated authority, the Associate Finance & Budget Officer will be responsible for the following duties: • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and nonstaff requirements. • Reviews and analyses programme budget/financial implications in view of country programme. • Assists managers in the elaboration of resource requirements for budget submissions. • Monitors budget implementation and recommends reallocation of funds as necessary. • Ensures that requisition for goods and services are in line with authorized budget levels and UN rules and regulations. • Administers and monitors extrabudgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. • Processes financial documents in line with the financial rules and regulations. Reviews and analyses of various accounting data and assists in the review and analysis of financial statements. • Keeps uptodate on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for datadriven planning, decisionmaking, presentation and reporting. • Performs other related duties, as assigned.

Education
Advanced university degree (Master’s degree or equivalenin business administration, finance, or related field. A firstlevel university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and nondegree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of (2) two years of progressively responsible experience in finance, administration, budget, business administration or related area is required. A minimum of (1) one year or more of experience in data analytics or related area is desirable. A minimum of (1) one year or more of experience with the United Nations System or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, Fluency in English and Portuguese is required.
Assessment
