This position is located in the front office of the Chief of the External Engagement and Partnership Service (EEP, at the Office of the High Commissioner for Human Rights (OHCHin Geneva, Switzerland. The incumbent reports to the Chief of Service.
Responsibilities
Within delegated authority, the Special Assistant ( Programme Officewill be responsible for the following duties:Supports the Chief of Service in ensuring that EEPS functions as cohesive service both internally and externally.Liaises and coordinates with heads of sections, teams, and the wider OHCHR; develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes service wide programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures followup actions.Researches, analyzes and presents information gathered from diverse sources, including on budget and human resources.Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,Organizes and prepares written outputs, e.g. draft background papers, talking points, analyses, summaries reports and studies, inputs to publications, etc.Provides substantive support to the Chief of Service in preparation of meetings, missions, conferences and major events etc., to include proposing agenda topics, identifying participants, preparation of documents, talking points and presentations, etc. Keep oversight of agenda, correspondence, outstanding issues and helps keep time management for the Chief and service.Ensures coherent and regular internal and external correspondence and information sharing (letters, newsletters, and other engagement opportunitie.Coordinates activities related to budget (programme/project preparation and submissions, progress reports, etc.) and prepares related documents/reports (work programme, programme budget, etc.) including in relevant databases.Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalenin business administration, management, economics, politics, international relations or a related field. A firstlevel university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in resultsbased planning is desirable. Experience in monitoring and reporting on programmes is desirable. Experience working with the United Nations Common System on human rights related policies and programmes is desirable. Experience working on human resources processes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French, (both oral and writteis required; fluency in the other is desirable. Knowledge of another UN official language is also desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competencybased interview.
