BACKGROUND
IUCN is the largest professional global conservation network dealing with environment and sustainable development with more than 1,500+ member organizations including 200+ government and 1,100+ nongovernment organizations and almost 17,000 voluntary scientists and experts, grouped in seven Commissions in some 170+ countries.
The IUCN Regional Office for Eastern Europe and Central Asia (ECARpromotes IUCN’s mission and implements the IUCN Programme with the aim of longterm protection of biodiversity and sustainable use of natural resources in the Eastern Europe and Central Asia region. It is part of the IUCN Statutory Region East Europe, North and Central Asia.
IUCN ECARO is looking for an enthusiastic young professional who will provide HR administrative support to the Human Resources (Hteam, reporting directly to the Regional HR Officer for Eastern Europe and Central Asia. The role will be embedded in the HR team and will provide support on areas such as recruitment, remuneration, development and policy.
This is a local recruitment. Only Serbian nationals, individuals with residence status or the appropriate employment visa for Serbia are eligible to apply.
JOB DESCRIPTION
SPECIFIC DUTIES

• Assist IUCN ECARO Regional HR Officer in the daytoday HR operations;
• Provide support for the recruitment lifecycle processes ensuring all HR procedures are adhered to (responsible for posting new vacancies on HRMS, communication with applicants, setting up of interview schedules, logistics and preparation of tests for candidates etc.);
• Act as HR focal point for IUCN line managers to coordinate hiring and administrative requirements and liaise with line managers to ensure that Terms of reference are in place for all positions;
• Prepare and check staff employment and consultancy contracts, ToRs and all accompanying documentation in both Serbian and English, conducting translations when necessary;
• Perform independently all administrative tasks for new employees and leaving employees in line with HR processes and the employee life cycle;
• Facilitate staff orientation and support the induction of new starters including coordinating schedules and ensuring all documentation is collected as needed;
• Monitor expirations of labour contract, prepare and process residency and work permits’ requests and renewals, health insurance and health cards and renew them regularly;
• Communicate with all public sector institutions (National employment agency, Labour Inspection, Social security, Pension and disability insurance fund, Ministry of internal affairsDepartment for foreigners etc.);
• Follow labour law regulations; record, archive and update employees’ personal documentation according to law regulations and general company act;
• Complete and issue various certificates for employees;
• Maintain all HR data and records (new hires, terminations, sick leaves, work injury, maternity leave, promotions, salary reductions based on Court order, bonuses, change of bank account numbers etc.) ensuring all HR filing is kept up to date in the relevant folders and that the HR database is kept up to date;
• Update and maintain data published on the Human Resources Management System (HRMby creating employee profiles, updating contracts (extensions, salary etc.) and positions (reporting lines, To, announcing arrival & departures, generating HRMS reports; approving absence records when medical certificate available and/or amending leave requests when necessary;
• Provide administrative support to staff in relation to payroll, and HR procedures.

OTHER DUTIES
• Carry out other relevant tasks on request and agreement with the line manager.

SALARY
The gross annual salary for this position is in the range from 576 EUR to 470 EUR subject to deductions for social security contributions and health insurance, and before tax.

REQUIREMENTS
• University Degree in Human Resources, Business Administration, Public Administration, or a related field;

• At least 3 years of relevant experience preferably from an international or multination organization;

• Familiarity with international HR best practices, principles and standards and understanding of labour laws and ability to interpret rules and policies;

• Fluency in Serbian language and excellent command of the English language (verbal/writte. Strong and accurate writing skills in English with experience drafting letters and/or contracts and an eye for detail;

• Experience in handling a crosscultural, crossboundary workforce in a multicultural and multidisciplinary setting;

• Ability to work under pressure and deal tactfully with sensitive issues;

• Experience working in an HR administrative role within an office environment;

• The ability to communicate fairly, clearly and concisely to provide advice and guidance to staff when required;
