Purpose of consultancy

The consultant will work in collaboration with WHO Kobe Centre (WKto contribute to the completion of a systematic review of systematic reviews or an umbrella review that compiles the results of evaluation studies of strategies and policies in improving recruitment to increase the workforce numbers, increasing remuneration, improving working conditions and providing training opportunities.

Background

In highincome settings, the number of people working in the formal longterm care (LTsector varies, with most working in residential institutions or providing personal care. The majority are women, and educational requirements vary with few requirements for caregivers that provide support to ADLs and standard educational and certifications for nurses. Many countries report that their LTC workforce is ageing and job growth is relatively slow, resulting in an increasing number of policies to recruit and retain LTC workers. Strategies to strengthen the formal LTC workforce include improving recruitment to increase the workforce numbers, increasing remuneration, improving working conditions and providing training opportunities. While there are numerous reports about what countries have done to support LTC workforce, there are fewer reports evaluating these strategies and policies and their impact.

Within the LTC financing research briefing series, the WHO Centre for Health Development (the “WHO Kobe Centre”) conducted a rapid review of empirical literature evaluating interventions for the recruitment and retention of longterm care workers. This review was published as Brief 9 in its series of 10 briefs on LTC financing:

Approximately 15 systematic reviews were identified and cited that studied the impact of strategies aimed to improve recruitment to increase the workforce numbers, increasing remuneration, improving working conditions and providing training opportunities for formal longterm caregivers. A library specialist from WHO was engaged to specify the inclusion and exclusion criteria for the review, all databases, registers, websites, organizations, reference lists and other sources to identify studies, dates when each source was last searched or consulted, and present the full search strategies for all databases, registers and websites, including any filters and limits used. The studies need to be compiled in an umbrella review for publication.

The consultant will use the information produced by the library specialist, rely on the search strategy and screening already conducted by WKC, and will be provided the articles obtained through the final screening process. Using this information and in close cooperation with WHO library and WKC, the consult with conclude the following deliverables.

Deliverables

  • Output 1: Complete and document the activities for an umbrella review or systematic review of systematic reviews aligned with the PRISMA checklist and relying on best practices (see Kolaski K, Logan LR, Ioannidis JPA.     • Activity Complete and document activities under the methods section of the PRISMA or other relevant checklist.
    • Activity Complete and documents the results of the review section according to the PRISMA or other checklist.
    • Activity Complete and document the discussion section of the PRISMA or other checklist.
    • Activity Complete and document the other information section of the PRISMA or other checklist.

Deliverable 1: Completed PRISMA checklist, flow diagram, tables and report.

  • Output 2: Assist to publish the document as an academic journal paper
    • Activity Identify Plan S journal and prepare submission.
    • Activity Follow through with submission and publication.

Qualifications, experience, skills and languages

Educational Qualifications:

  • First university degree in relevant area of public health, economics, health systems or related field.

Experience:

  • 4 to 5 years of experience in relevant academic activities including carrying out systematic reviews and publishing in academic journals.

  • Technical writing for academic journals.
  • Ability to collaborate on a joint technical product.
