OBJECTIVE OF THE OFFICE/DEPARTMENT

 

This requisition is for employment at the Pan American Health Organization (PAH/Regional Office of the World Health Organization (WH

 

The Pan American Health Organization (PAHInvestigations Office is responsible for undertaking independent, objective, and timely investigations into allegations of wrongdoing by people who work for PAHO, or individuals, organizations or companies that have

 

business dealings with PAHO. These investigations are strictly limited to and carried out within the legal and administrative framework of the Organization. The goal of the Investigations Office is to provide Management with the factual basis upon which to make informed decisions regarding alleged misconduct. The Investigations Office contributes to the good governance of PAHO by protecting the integrity and reputation of the Organization.

 

 

 

 

DESCRIPTION OF DUTIES

 

Under the general supervision of the Chief Investigator, and the direct supervision and guidance of the Investigations Advisor, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

 

 

 

 

<![if !supportLists]>    <![endif]>Manage, plan, organize and conduct preliminary inquiries and full investigations into allegations of misconduct, including but not limited to, fraud, corruption, abuse of authority, harassment, discrimination, sexual exploitation and abuse, sexual misconduct, the loss or theft of PAHO property or resources and other suspected instances of unethical or improper behavior involving PAHO personnel and external vendors, suppliers, partners and stakeholders;

 

<![if !supportLists]>    <![endif]>Prepare investigation reports containing findings of fact and determinations of whether misconduct has occurred or not;

 

<![if !supportLists]>    <![endif]>Analyze allegations of misconduct that are received in the Investigations Office, including through the PAHO Integrity Helpline, ensuring confidentiality and protection of staff against retaliation for reporting possible misconduct or cooperating in an investigation or audit;

 

<![if !supportLists]>    <![endif]>Obtain and review background documentation, conduct interviews with the parties involved in an investigation and potential witnesses to elicit relevant information and prepare records of interview;

 

<![if !supportLists]>    <![endif]>Prepare recommendations for corrective actions that should be taken following the conduct of an investigation to improve internal controls, minimize risks and prevent similar occurrences;

 

<![if !supportLists]>    <![endif]>Update investigative policies and procedures to keep them uptodate and in line with best practices and ensure compliance during investigations conducted internally or externally;

 

<![if !supportLists]>    <![endif]>Review and research International Labor Organization Administrative Tribunal (ILOAjudgments and ensure that PAHO’s investigative practices are consistent with the latest jurisprudence;

 

<![if !supportLists]>    <![endif]>Contribute to the development of awareness strategies on risk management;

 

<![if !supportLists]>    <![endif]>Maintain expertise in current and emerging investigatory techniques, tools and methodologies, ensuring alignment with industry best practices and standards;

REQUIRED QUALIFICATIONS

 

Education: A university degree in law, ethics, auditing, public or business administration, a social science or related field from a recognized institution.

 

Desirable: Certification in fraud examinations or auditing would be an asset

Experience: Seven years of combined national and international progressively responsible experience in law, auditing, public sector ethics, governance, anticorruption activities, or conducting workplace investigations.

 

Desirable: Previous experience in a United Nations agency or other international organization would be an asset.

Technical Expertise:

 

  • Strong theoretical and practical knowledge of investigations and anticorruption issues as it applies to private or publicsector organizations. 
  • Proven expertise in conducting workplace investigations; wide knowledge and skills of principles and best practices for conducting investigations. 
  • Ability to conduct independent research to identify and analyze policy and practice issues and formulate options in making recommendations. 
  • Proven ability to prepare clear, concise and complete records, proposals, reports and other written materials. 
  • Ability to exercise tact and maintain confidentiality and awareness of how to handle and maintain documents of a sensitive nature and of evidentiary value. 
  • Ability to work harmoniously in a multicultural and multiethnic work environment. 
  • Strong professional oral and writing skills, including the development of reports, oral presentations, and technical documents for consideration at the highest levels of the Organization. 

Languages:

 

Very good knowledge of English or Spanish with a working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.

 

IT Skills:

 

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERand management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

 

 

 

 

REMUNERATION

 

Monthly Salary: (Net of taxe

 

$ 5,42 (Salary is nonnegotiable)

 

Post Adjustment:

 

$ 3,08  This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
