Result of Service
Ultimate result of service: The consultant will provide technical support to the Transitions Working Group and will assist in index methodology development, data analysis and related information management. The expected outcomes include: 1) A guidance document, including planning and handover arrangements for ensuring the continuity of effective PSEA programmes during the drawdown of MONUSCO and after the closure of the mission; 2) Guidance and SOPs for planning the handover of PSEA programmes during mission drawdowns and transition; 3) A standard implementation plan with clear steps and roles for various stakeholders. 4) A funding model/s to support PSEA work in post mission contexts.

Duties and Responsibilities
Organizational Setting This position is located in the Office of the Special Coordinator on improving the United Nations (Uresponse to sexual exploitation and abuse (OSCSE. The core objective of OSCSEA is to advance the UN response to sexual exploitation and abuse and to ensure continuous focus on and sustained highlevel attention to the prevention, detection and response to sexual exploitation and abuse through a victimcentered lens in line with the SecretaryGeneral’s Protection against Sexual Exploitation and Abuse (PSEframework, as outlined in his Special Measures Report A/71/Duties and Responsibilities Objective of Project: Ensuring the effectiveness of protection from sexual exploitation and abuse (PSEprogrammes during and after mission transitions is essential to safeguarding the wellbeing of victims/survivors, addressing the needs of children born as a result of sexual exploitation and abuse (SE, and holding perpetrators accountable. The objective of project is to ensure sustainable PSEA programmes during UN mission transitions and disengagements, and in postmission environments. The project will develop a strategy, policies and guidance, including reviewing gaps and challenges, to ensure sustainable and properly resourced capacities for managing the risks of SEA and provision of appropriate victim assistance during mission transitions, drawdowns, and post mission environment. A Working Group led by the Office of the Special Coordinator for Improving United Nations Response to Sexual Exploitation and Abuse (OSCSEand the Office of the Victims Rights Advocate (OVRwith participation from various Secretariat offices and Agencies Funds and Programmes including CDS, OVRA, DCO, DPO OHCHR UNFPA and UNICEF has been established to support the project. The Consultant will work in collaboration with the Working Group to identify/document the existing PSEA frameworks, mechanisms, and resources in the Democratic Republic of the Congo (DRand other mission contexts, (to provide a clear overview of the current landscape; (iIdentify challenges and best practices for ensuring a transition of PSEA responsibilities during and after mission closure and (iiPropose a strategy, policy and SOPs for ensuring sustainable PSEA implementation, including recommendations for predictable and adequate resourcing and staffing models tailored for postmission contexts and countryspecific transitions. The strategy will be flexible, allowing it to be tailored to different mission contexts in the future. The Working Group will help identify and prioritize major gaps and challenges, develop a strategy and set of core guidance materials, including Standard Operating Procedures (SOP, for the transition of PSEA programming. The SOPs will be designed so that they can be tailored to different transition contexts to ensure sustainable and properly resourced capacities for managing the risks of SEA and provision of appropriate victim assistance during mission transitions, drawdowns, and in post mission environments. This will include arrangements for following up on ongoing, pending, and new SEA allegations, ensuring the continuity of staffing arrangements, supporting accountability efforts, and providing assistance to victims/survivors of SEA, including children born of SEA, facilitation of paternity claims and funding models for PSEA transition and post mission arrangements. Scope of Work: Under the guidance of the Senior Political Affairs Officer and the underSecretaryGeneral, • Serve as the Secretariat and manage the consultations of the PSEA Transitions Working Group. • Conduct a review of existing documentation, strategies, and assessments related to PSEA in mission transition contexts, with emphasis on victim support and investigations during peacekeeping drawdowns. • Engage with UN leadership, PSEA focal points, Resident Coordinators, and other key stakeholders to evaluate the management of PSEA programs in past transitions. • Conduct remote interviews with UN and NGO stakeholders to assess the preservation of institutional knowledge, continuity of staffing, and referral mechanisms for SEA cases during and after mission closure. • Undertake official visits to the DRC to engage with MONUSCO, humanitarian and development partners, and PSEA staff, ensuring continuity in SEA case management and staffing. • Draft a strategy and plan outlining a framework for ensuring sustainable and properly resourced capacities for managing the risks of SEA and provision of appropriate victim assistance during mission transitions, drawdowns, and post mission environments. OSCSEA will facilitate interviews and support the booking of travel arrangements for the consultant.
Qualifications/special skills
Master’s degree (International Relations, Social Sciences, Communications, Gender, Economics, and/or Economic Policy or similar fiel. Minimum of 10 years of work with international organizations. Minimum of 5 years of advisory experience, including with issues related to prevention of sexual exploitation and abuse, prevention of harassment and safeguarding.
Languages
Excellent written and oral communication skills in English and French are required.

Deliverables: • Organizational (UN systestrategy and policies for field mission transitions and post mission environments • Monthly progress reports on project implementation. • Periodic updates on field visit and mission reports and fundings • Briefing note of lessons learned and best practices on PSEA transition arrangements, drawn from experiences of other mission closure and transition processes. • Guidance notes on planning and resourcing to revitalize PSEA programmes for former peace operations, particularly where unresolved claims of paternity and child support exist. • Proposal for sustainable staffing and financial arrangements to maintain continuity of PSEA efforts. • Model guidance and SOPs for the handover of PSEA programmes, complaint mechanisms, and the transfer of sensitive information during mission drawdowns and transitions. • A model implementation plan outlining clear steps and defined roles and responsibilities for stakeholders involved in PSEA transition processes.
